If allowing for funds to cover sealcoating <br />oosts was an oversight on Council's put, the ci tizens should not be expected <br />to psy for the error. <br /> <br />City Engineer Raatikka replied that the process has been that bonds were sold <br />to cover just the oost of blacktop oonstruction and not sealooating. <br /> <br />n>n Brown - n.ere was an agreenent that the Ci ty would take care of <br />maintenance and this is what I told my neighbors when I peti tioned for <br />blacktowing. Was not allowing enough funds to Cb so an oversight on the <br />Ci ty' s p:lrt.? <br /> <br />ColD'lcilmenber Cox stated that Mrs. Kenneth Beckman oontacted him and wanted it <br />expressed at the hearing that she has the same ooncerns being expressed by her <br />neighbors in Riverwood Bills. <br /> <br />ColD'lci1member Reimann stated that not bonding eoou~ funds to cover the oost of <br />sealooating was oot an oversi~t on Ramsey's psrt. Bids are let for actual <br />street oonstruction only. In order to increase the streets budget eoough to <br />oover the oost of sealooating, the Ci ty would have to increase pro~rty taxes <br />and rather than eX> that the Ci ty chose to assess the benefitting pro};:erty <br />owners. If the residents eX> oot want the assessnent, the roads will not be <br />sealooated and oontinued deterioration will eventually require re-blacktowing; <br />the Ci ty is trying to protect the invesbnent of the ci tizens. <br /> <br />Bob Bruce - ColD'lcil has the ci tizens over a barrel; the roads are deteriorating <br />and it was agreed that the City would take care of maintenance through taxes. <br /> <br />ColD'lCi1member Reimann stated that property taxes will have to be increased if <br />the ci tizens want sealooating to be included in the Ci ty budget; it has been <br />Ramsey's p:lst ~licy to assess for sealooating. <br /> <br />ColD'lcilmember Cox stated that when the City refers to maintenance, it is <br />referring to snowplowing and repsiring IX>t:holes and cracks. <br /> <br />Bob Bruce - Stated that last year it took him 6 JOOnths to finally get the City <br />crew to even look at the roads in his area. ColD'lci1 never indicated that <br />sealooating is not an as~ct of maintenance. <br /> <br />ColD'lcilmEmber Cox explained that ini tially all developnents in Ramsey were wi th <br />dirt roads lD'ltil the City required all new deve10pnents to have blacktowed <br />streets. Many existing deve10pnents then wanted black towed streets and <br />};:eti tioned for same. Because those people wanted blacktop and because Ramsey <br />does not receive it's fair share of local cpverrrnent aids, a decision was made <br />to assess benefitting pro~rty owners for the benefit.
