Board Member Hustvedt concurred that it might make the book more useable.

Board Member aIds asked if cattails were indigenous to any kind of wetlands. He asked
how it could be determined what kind of plants to use in the book.

Board Member Max stated that should be turned over to consultants to assist the EPB
with this. He stated there are people who are birders and might be interested in the book.

Board Member Hustvedt suggested for cost effectiveness, this might be something to do
on the web site.

Coordinator Anderson stated that the website and the book will be done at the same time.
He suggested that if there is something that is cost prohibitive, that might be put on the
website.

Board Member Bentz suggested changing it to examples instead of being specific. He
stated there could be a textual list of species.

Chairperson McDilda suggested a list of other resources for people to go to for more
information.

Board Member Max stated the EPB has a prescription for what the developer has to do
for a seed mix.

Coordinator Anderson stated that what was settled on in the ordinance was based on the
MnDot specs and a lot of this book will cross over their information.

Chairperson McDilda asked ifpart of the book should cover the Wetland Buffer
Ordinance and suggest a contact for City Staff.

Board Member Max suggested a course of action for positive impact to homeowners.

Coordinator Anderson stated that may open a Pandora's Box but it will also get people to
view the potential for wetlands.

Chairperson McDilda stated that there is some positive usage for some of the wetland
classifications for property owners.

Coordinator Anderson stated that he had a complaint from a homeowner who was tired of
the geese in her yard. She lives on a wetland and mows to the water's edge. She wanted
to know what to do with the geese. Coordinator Anderson stated that his
recommendation was to not mow to the water's edge. He stated that the homeowner
reacted positively toward his suggestion but he offered to do some more research with the
DNR. Coordinator Anderson asked if there should be a small section about the benefits
of what the buffer will do.

Environmental Policy Board/July 10, 2006
Page 4 of7
