<br />ParkslUtilities Supervisor Riverblood replied he does not believe the Park and Recreation <br />Commission have a strong opinion regarding the name of Downtown Commons. The name <br />Town Square Commons may be as good or clearer in terms of what the Commission is trying to <br />convey with the park being at the heart of Town Center. <br /> <br />Councilmember Olson stated she agrees the name Town Center Commons should be <br />incorporated into one of the parks. <br /> <br />Councilmember Pearson commented the area of Meandering Park is the area of the City that the <br />old-timers considered Meandering Lake. <br /> <br />Public Works Director Olson indicated a resolution approving these names will be placed on the <br />Consent Agenda of the next City Council meeting. Staff will inform the Park and Recreation <br />Commission about the name change from Downtown Commons to Town Square Commons at <br />the Commission meeting on Thursday night. <br /> <br />Motion by Councilmember Strommen, seconded by Councilmember Olson, to direct staff to <br />prepare a resolution officially naming the park spaces with the Town Center. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Strommen, Olson, Cook, Jeffrey, <br />and Pearson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />Case #2: <br /> <br />Award Bids for Divisions B & C 2006 Street Maintenance Program <br /> <br />Public Works Director Olson informed the Council the cost of construction projects, especially <br />when they have a large bituminous content or blacktop component to the projects have increased <br />by leaps and bounds compared to prices from last year. Bids for Division B & C of the 2006 <br />Street Maintenance Program were opened this morning at 10:00 a.m. The bids came in higher <br />than originally anticipated, in some cases 25% to 35% higher than the original estimated cost in <br />the feasibility studies. Since there are over 400 residents that were to be assessed on this project, <br />staff is extremely hesitant to recommend approval of these contracts in light that they came in <br />higher than the residents are expecting for an assessment. Mr. Olson indicated over the last few <br />hours staff has contemplated many different options and struggled with their recommendation. <br />Staff appreciates the need for the Street Improvement Program every year and they do not know <br />if they will get better prices next year, but that option is weighing heavily on them right now. <br />Staff is asking to table this issue for two weeks so they can confer with the City Attorney to <br />consider the options that are available. Staff is leaning towards a recommendation to reject the <br />entire Division B. The low bid came in at $1.3 million; the cost estimated at the time of the <br />original public hearing was in the $800,000 range. Even if they were to hold the assessments at <br />level and award thebid, there would be a $166,000 shortage. <br /> <br />Public Works Director Olson explained the extension of 160th Lane is included in Division C. <br />This bid came in at $45,400, and was estimated at approximately $26,000. The S1. Francis <br />frontage road, which was estimated in the $28,000 range, came in at $74,168; it had been <br />determined that these assessments would be capped. The TH 47 trail was estimated in the <br />$40,000 to $45,000 range and came in at $60,655. In total, Division C was bid at $180,000 <br /> <br />City Council / July 11,2006 <br />Page 5 of 13 <br />
