extended to a site located between ball fields A and C as shown by the plans. That is the
planned location for the irrigation control system and future concession stand. Mudrick also
offered to provide three (3) 4" conduits to be placed beneath the parking lot improvements for
future extension of utilities. These conduits would also be used by other utility companies.
Mudrick indicated that the utilities would be provided at no charge to the City except for the
application fees as required by his office. Mudrick indicated that the contact person for this
project would be Paul Orndorff and that he could be reached at 323-2761. Mudrick also
indicated that conduit could be ordered by contacting either Tony or Barb at 323-4218.

Ralph Bistodeau of U.S. West Communications indicated that they have a 200 pair telephone
line on the south side of 153rd Avenue. Bistodeau indicated that one of the sleeves provided by
ABC could be used for the extension of phone service for future pay phones if requested by the
City. Bistodeau indicated that the City would need to fill out a service order form through his
office.

The next issue discussed was construction permits. Graham indicated that he had contacted the
Minnesota Department of Health and that no watermain permit was required for the irrigation
system. Graham will prepare the Minnesota Pollution Control Agency (MPCA) grading
permit and provide it to V ollhaber for his signature. Graham also has spoken with Randy
Burnyeat of the :MJ>CA-Solid Waste Section regarding the near-by landfill. Graham had
provided correspondence to the City and Burnyeat, dated September 11, 1997, regarding this
matter. Burnyeat's major concern was that the monitoring wells located on the site be
protected during construction.

With regard to watershet permits, Jankowski also discussed his conversation with Bob
Obermeyer of the Lower Rum Water Management Organization regarding this project.
Jankowski asked that Graham contact Obermeyer following the meeting. Graham discussed
this project with Obermeyer on September 24, 1997, who indicated that silt fence and hay bale
checks will need to be added in several locations. Obermeyer also indicated that a clear
delineation be provided between the existing wetland and the newly excavated wetland so that
the materials do not mix during construction. Finally, Obermeyer indicated that a NERP pond
would need to be provided at the east end of the parking lot to control run-off in this area.
Graham has prepared a plan revision and submitted it to Obermeyer for his review and
approval. Obermeyer indicated that no work could begin on the project until this plan revision
is approved. Forest Lake Contracting will need to provide a unit cost for the silt fence and hay
bale checks and the nerp pond construction will be added on a per cubic yard basis. Mark
Boos, the City Parks Department Director, indicated that he will want to verify this pond
location in the field during construction. Graham reiterated that it was his intent to not overly

Preconstruction Conference Minutes Page 2

0:\proj\800560\560-2509.sept 'l
