<br />Site Plan Review: Spectrum <br />Page 2 of3 <br />August 1, 1997 <br /> <br />Setbacks: The structure location meets or exceeds the established setbacks from property <br />lines in the Industrial District. <br /> <br />Landscaping: In accordance with City Code, the Landscape Plan provides for a <br />minimum 20 foot wide landscape area along McKinley Street. It is noted that for a <br />majority of the distance, the east property boundary also provides a 20+ wide green space <br />which will also be in compliance with the requirement for green space along all public <br />roads if Radium is constructed. This green space narrows somewhat in the vicinity of the <br />truck maneuvering area and this is acceptable to City Staff. The Covenants requires that <br />at least 10% of the lot (7,740 square feet) be landscaped with lawn and plantings. The <br />Landscape Plan proposes that 20% (15,640 square feet) of the lot will be landscaped. <br />Attached is a memo dated July 31, 1997 from Intern Landscape Architect David <br />Chmielewski that provides additional information on recommended plantings in the <br />Anoka sand plain. <br /> <br />Architectural Standards: The building does not exceed the 35 foot height limit. The <br />exterior finish of the structure is proposed to be rock face block with a band of standard <br />block. The Covenants requires mechanical equipment to be screened from the street and <br />painted or aesthetically incorporated into the design of the building. <br /> <br />Waste Storage: City Code and the Covenants requires a 100% screened waste storage <br />area. The site plan identifies a refuse enclosure but the construction materials are not <br />identified. The plan should be modified to reflect compliance with the 100% screening <br />requirement. <br /> <br />Off Street Parking and Driveways - Design: The Site Plan identifies driveways, off- <br />street parking areas and loading areas that are proposed to be surfaced with bituminous in <br />accordance with City Code and the covenants. The site plan should be modified to reflect <br />that the curbing around the perimeter of all bituminous surfaces will be B-612 continuous <br />concrete curb. <br /> <br />Off Street Parking - Spaces Required: City Code requires 1 parking space for each <br />employee on the maximum working shift. The number of employees is not noted on the <br />site plan, therefore staff cannot make a determination that the 25 parking spaces proposed <br />are sufficient. <br /> <br />q <br />
