-178- <br />Mr. McDonald stated the problem was this was a land purchase or an access easement. <br />Engineer Jankowski stated he had questions about the other utilities. He asked why couldn't <br />there be -a future building proposed where the utilities were being shown. <br />Mr. McDonald responded they did provide to a certain extent some conceptual idea of what <br />would occur. He indicated this was to their best guess as to what might go in there. He stated <br />where they put the utilities was a logical conclusion and the utilities might be offset a little more <br />when the design was finalized. He stated this would be an extreme hardship. <br />Chairperson Nixt stated this was a condition and his thoughts were that sometimes you bend and <br />sometimes you didn't, like on major infrastructure. He stated his personal opinion was that this <br />was significant and he would not abandon this condition. <br />Mr. McDonald stated there needed to be some discussion regarding this. <br />Chairperson Nixt stated it was up to him to bring the players up to the table and they have a <br />conversation. He stated they needed to know what the proposal was before they could respond. <br />Mr. McDonald stated he would bring this back to staff for a discussion. <br />Commissioner Brauer asked what there was to negotiate. He stated either this went all of the <br />way through or part of the way through and then asked how did they determine which part went <br />part way through. <br />
