TDD (612) 427-8591 November 23, 1993 Ms. Dottie Rietow Chair-Metropolitan Council Mears Park Centre 230 East Fifth Street St. Paul, MN 55101-1634 RE: Ramsey Comprehensive Plan Amendment Metropolitan Council Referral File Number 13834-7 Dear Ms. Rietow: Thank you for reviewing the City of Ramsey Proposed Comprehensive Plan Amendment to expand the City's MUSA line. As you requested in your letter dated November 2, 1993, I have provided the following supplemental information: 1) With regard to the changes in the Anoka County Comprehensive Transportation Study update, the City has taken the following actions: a) Awarded an update of the City's transportation plan to BRW, Inc. on July 27, 1993. b) Authorized funding of the Anoka County study 'on August 10. 1993. c) The agreements for the Anoka County plan update have been signed by the City and we are awaiting their return from the County. After the City receives the signed agreements, a copy will be forwarded to you. The City feels that this updated plan will address the concerns of the Metropolitan Council as to the future impacts on Highway #10. A copy of this proposed MUSA expansion has been forwarded to the contractor for inclusion in the updated transportation plan. 2) The exclusion of the airport/aviation issues is a continuation of the policy that was started with the comprehensive plan amendment submitted in August 1992. The reason for this exclusion was the fact that Gateway North Industrial Airport was a privately-owned facility. The owners of the facility decided in 1991-92 to cease operation. After the discontinuation of the operation, the site was enrolled in the Green Acres Tax Program for crop production. 3) See attached revised Figure 14. 4) The number 1.16 MGD listed on page 11 of section 2 should be changed to 1.465 MGD. The City has extended its projections to include the year 2010. These projections are listed on Tables 17A and 18A, respectively. The City is served by two interceptors, #77-07 and #83-62. Interceptor #77-07 serves the Mississippi Drainage District (area covered by Tables 17 and 17 A) and Interceptor #83-62 serves the Rum River Drainage District (area covered by Tables 18 and 18A).
