Paul, MN 55101-1634

Dear Bob:

I just received the December issue of the City of Elk River Newsletter. In this issue (see
attachment) the City reported residential construction activity since 1982. In the last ten years
(through November 1993) Elk River has built 2,153 dwelling units. During this same period,
Ramsey has built 1,694. Elk River also noted that commercial/industrial construction of
$5,566,600 for 1993 is the typical annual rate. Since 1989, Ramsey's commercial/industrial
construction totaled $3,568,650. Currently, Elk River is reviewing two shopping center
proposals.

All of the above should impact the discussion of the MUSA line in Ramsey. Communities outside
of the Metropolitan Council's MUSA line are apparently growing at a greater pace than is Ramsey.
This growth is impacting Metro Systems as great or greater. than growth within Ramsey's Urban
Service District. Please keep the above in mind in your review of our comprehensive plan
amendment.

Sincerely,

.
