The meeting was ascheduled <br />public hearing to receive public com- <br />ment and allow the council to discuss <br />the proposed commercial development. <br />Based on concerns relating to traffic, <br />storm drainage and safety of children, <br />the city council voted 3-2 directing staff <br />to prepare a resolution of denial citing <br />the city council's concerns. <br />At the November 15, 1993, city coun- <br />cil meeting, the Resolution of Denial <br />was presented to the council; however, <br />in response to a request from Mayor <br />Duitsman and the developer, a motion <br />was passed to delay action on the Reso- <br />lution of Denial until the December 13, <br />city council meeting when the mayor <br />v.ill be in attendance. In addition, the <br />council directed staff to work with the <br />developers to try to resolve concerns <br />stated in the Resolution of Denial. Rd. 1 and Watson 5t <br /> <br />ers an opportunity to present the coun- <br />cil with solutions to the concerns ex- <br />pressed at the October 26 council meet- <br />ing. <br />Finally, the City Council ordered a <br />feasibility report to address storm drain- <br />age, traffic, and utility improvements <br />associated with the proposed project. <br />Attention will be focused on traffic sur- <br />rounding the shopping center and iden- <br /> <br />tifying necessary street improvements <br />to accommodate the first phase of Elk <br />Park Center. The remaining issues to <br />allow Elk Park Center to proceed for- <br />ward will be discussed at a public hear- <br />ing on December 13, 1993 at Salk Jr. <br />High.
