<br />. <br /> <br />" <br /> <br />1't/E'd <br /> <br />e <br /> <br />e <br /> <br />Mr. Carl Ohm <br />Mr. Jon Olson <br />July 1, 1994 <br />Page 2 <br /> <br />Forecast Methodology, Network Development, and Trip Table Development <br /> <br />The traffic forecasts were developed using the Metropolitan Council regional <br />travel model that operates on the transportation planning software, <br />TRANPLAN. Base networks and base trip tables were forwarded by the <br />Metropolitan Council to BRW, Inc. The base networks and base trip tables <br />were: <br /> <br />1) Year 1990 existing network and trip table, also included in the network <br />flle were actual ground counts by link. The ground count data was used <br />to adjust the forecast model volumes. <br /> <br />2) Year 2015 base network and trip table. The network file contained all <br />E+C roadway improvements to the street system in Anoka County. The <br />roadway improvements were checked for accuracy with staff from <br />Anoka County. The trip table file contained vehicle trips forecast using <br />land use forecasts provided by the Metropolitan Council. <br /> <br />An additional network was developed for the E+C+P roadway improvements <br />with help from Anoka County staff. <br /> <br />An expanded MUSA trip table was developed with input from staff at the <br />Cities of Andover and Ramsey. Meetings with planning staff at Andover and <br />Ramsey, identified areas outside the current MUSA line where potential future <br />housing developments would occur and the number of houses that would <br />potentially be built within those areas. The specified geographic areas were <br />converted to the traffic analysis zone (TAZ) level and a fratar model was used <br />to increase vehicle trips from and to those TAZs where additional housing <br />would potentially be constructed within the Cities of Andover and Ramsey. <br />The following increases in vehicle trips were applied to calculate an Expanded <br />MUSA trip table. <br /> <br />92:11 Vb, 01 ~n~ <br />
