General <br />Sanitary sewer service is expected to be available to the 1990 <br />Urban Service Area by 1985. The 1990 Urban Service Area property <br />owner shall remain responsible for individual waste disposal <br />until such time that the sewer connection is effected. Urban <br />area lot dimensions tend to be more restrictive for certain <br />methods of waste disposal. It is the purpose of this section to <br />provide the urban service area with alternatives to the long -term <br />approach of individual waste treatment heretobefore outlined in <br />this chapter. Such alternatives will allow for "temporary" <br />treatment until such time that the property is connected to the <br />municipal sewer. Systems described herein are not applicable to <br />the 1990 rural and transition areas (as defined in Section <br />170.01.2B) as the systems are not considered to be long -term <br />disposal methods. <br />Collection Systems <br />General <br />1. Where site or soil conditions do not permit disposal of <br />sewage on -site, a sewage collection system with a common disposal <br />site for two (2) or more buildings may be employed. <br />2. Plans and specifications for such systems shall be <br />consistent with the Comprehensive Sewer Plan of the City of <br />Ramsey and plans and specification for the sewage collection <br />system in such cases shall be consistent with standards adopted <br />by the City of Ramsey for such systems. <br />3. Applications for use of such systems shall be made to <br />the Minnesota Pollution Control Agency (MPCA) and plans and <br />specifications for such systems shall be approved by the MPCA and <br />by the Ramsey City Council before any construction takes place. <br />Design of Collection Systems <br />1. The collection system shall be so designed that it can <br />be integrated into the permanent sewage collection system at <br />minimum cost and it shall become the property of the City of <br />Ramsey at such time as public sewer service becomes available. <br />2. Plans and specifications for the collection system shall <br />provide for construction in accord with the Recommended Standards <br />of the Great Lakes - Upper Mississippi River Board of State <br />Sanitary Engineers. <br />Design of Treatment /Disposal Systems <br />The design details of any joint treatment /disposal system in the <br />1990 Urban Service Area shall be consistent with the requirements <br />of this section, with the following exceptions: <br />
