free access to the property at reasonable times for the purpose <br />of making such inspection. <br />Upon completion of the installation or renovation of an on - site <br />system the system owner or agent shall submit a description of <br />the system as installed to the plumbing inspector. The <br />description shall include site address, location and layout of <br />the system on the site type and design ^f system installed, type <br />of building served and the results of the site suitability <br />analysis (percolation tests and /or soil borings). <br />Existing Systems <br />1. The plumbing inspector or his designated representative <br />shall develop, or cause to be developed, a program whereby <br />existing systems are inspected to determine compliance. The <br />inspection shall be done by the plumbing inspector, his <br />designated representative or the homeowner. If the homeowner <br />does not choose to make his own inspection, then he may, by <br />written request and payment of an inspection fee as determined by <br />City Council resolution, request the plumbing inspector to make <br />the initial inspection. The inspection shall be conducted so as <br />to cause minimum damage to the property. It shall be the duty of <br />the owner or occupany of the property to give the plumbing <br />inspector or his designated representative free access to the <br />property at reasonable times for the purpose of making all <br />system inspections. <br />2. The plumbing inspector, or his designated representative <br />or the homeowner shall inspect every individual waste disposal <br />system within the City of Ramsey every twenty -four (24) months to <br />ensure continued compliance with this chapter. During this <br />routine inspection, the plumbing inspector shall specifically <br />determine the need for sludge and /or scum removal from septic <br />tanks based on measurements of existing conditions. Maximum <br />allowable levels, determined as outlined in Section 150.01.5B <br />(3). Septage should be removed from the tank whenever the top of <br />the sludge layer is less than 12 inches below the bottom of the <br />outlet baffle or whenever the bottom of the scum layer is less <br />than three (3) inches above the bottom of the outlet baffle. <br />3. Scum can be measured with a stick to which a weighted <br />flap has been hinged or with any device which can be used to <br />detect the bottom of the scum mat. The stock is forced through <br />the mat, the hinged flap falls into a horizontal position, and <br />the stick is raised until resistance from the bottom of the scum <br />is felt. The same device can be used to determine the distance <br />to the septic tank outlet device. A long stick wrapped with <br />rough absorbent material and lowered to the bottom will show the <br />depth of sludge and the liquid depth. The stick must be lowered <br />in such a tank location as to avoid unrepresentative readings <br />that might be caused by interference from the scum layer. <br />Approved Systems <br />1 <br />1 <br />
