Upon satisfactory final inspection of the system, the plumbing <br />inspector, his designated representative or the homeowner shall <br />prepare a sketch showing the dwelling unit or structure, the <br />structure dimensions, an arrow indicating which direction is <br />north, dimensions from two structure corners to the septic tank <br />or septic tank and well. Said information further including the <br />depth of the system, address of the property and last known date <br />of pumping shall be provided on forms provided by the City and <br />shall be kept on file by the plumbing inspector. Completed forms <br />shall be dated and signed by the homeowner and the inspector if <br />other than the homeowner. <br />Non— Approved Systems <br />If upon inspection, it is discovered that any part of the system <br />is not constructed or operating in accordance with the minimum <br />standards of this chapter, the plumbing inspector or his <br />designated representative shall give written notification of the <br />defects. The owner /applicant shall be responsible for the prompt <br />elimination of all defects and no system shall be replaced in <br />service until all.defects have been corrected or eliminated. If <br />such defects are not corrected, the system shall be declared a <br />health hazard in accordance with Section 150.01.8. <br />Training and Certification <br />The plumbing inspector or his appointed representative(s) shall <br />participate in training courses for local inspectors as they are <br />offered by state and local agencies and shall become certified. <br />A certification program has been established by the Minnesota <br />Pollution Control Agency. <br />Licensing <br />No person shall engage in the business of or perform for others <br />the service of soil and percolation testing and site evaluation, <br />installing, renovating, repairing, or pumping and cleaning sewage <br />treatment systems within Ramsey without first obtaining a license <br />therefore. Installer licensees shall be authorized to construct, <br />install, renovate, repair, pump, clean and otherwise maintain <br />sewage treatment systems required in Section 150.01.4F and <br />150.01.5B above. Pump— hauler licensees shall be authorized to <br />pump and clean sewage treatment systems. Soil scientist <br />licensees shall be authorized to perform soil and percolation <br />tests and site evaluations. <br />A person desiring to obtain any of the licenses described in <br />Section 150.01.5F shall submit an application therefore to the <br />administrator which describes his: business and authorization to <br />conduct such services; education, training certification, <br />registrations and experience with respect to such services; <br />number of persons employed in performing such services; and such <br />other information as may be reasonably required by the <br />
