administrator. Prior to the issuance or renewal of a license, <br />license application shall be required to demonstrate a knowledge <br />and understanding of this chapter. The City Council may refuse <br />to issue a license to any applicant for reasons relating to the <br />above factors and for other good cause. <br />Licenses issued pursu_n- 1: _ _ .1.x11 be in effect for ore year <br />and shall be accompanied by the payment of a license fee as <br />established by Council resolution. <br />Licenses may be revoked or refused renewal for cause including, <br />but not limited to: practice(s) or installation(s) which are in <br />violation of any provision of this chapter or of any permit <br />issued pursuant hereto; refusal on the part of the licensee to <br />correct defective work on a sewage treatment system which is <br />installed or renovated within this jurisdiction. Before revoking <br />or refusing to renew a license, the plumbing inspector shall <br />notify the licensee of the proposed action describing the cause <br />and stating that a hearing shall be held if request by him prior <br />to formal action by the City Council. <br />Licensees shall maintain soil test data, system plans and other <br />records and information as may be required by the administrator <br />for the purpose of determining compliance with this chapter. <br />Records relating to any system installation or renovation shall <br />be retained for a period of three years following completion of <br />that activity, and copies of the same shall be transmitted to the <br />plumbing inspector. Licensees shall make available all <br />information, files and records, and other information required to <br />be maintained to the administrator at any time on the <br />transmission of a reasonable request relating thereto. Pump — <br />Hauler licensees shall keep records of the location of disposal <br />of pumped septage and date of disposal. <br />MAINTENANCE <br />Municipal Responsibilities <br />Routine Cleaning <br />As stated in Section 150.01.5B (2), each waste disposal system <br />shall be inspected on a biennial basis. Maintenance of the <br />system shall be required when the sludge reaches a point 12 <br />inches below the bottom of the outlet baffle and /or the sum <br />reaches a point three inches above the bottom of the outlet <br />baffle. <br />At the instruction of the plumbing inspector or his designated <br />representative, the owner shall pump his septic tank. Semi— <br />annual pumping may be required as normal routine maintenance. A <br />certificate of pumping and a pumping permit shall be required and <br />can be obtained from the plumbing inspector. One copy of the <br />pumping permit, containing the information specified on the <br />pumping form shall be returned to the plumbing inspector and kept <br />
