The following statements in bold represent Ramsey's guiding principles, followed by key goals and <br />policies extracted from relevant chapters of the Comprehensive Plan. <br /> <br />APlacefo;' Well Planned and Controlled Growth.,. <br />o Plan for new housing that protects naturalfeatures, existing housing values and neighbor- <br />hood identity and quality. <br />o Enco\lrage clustering of commercial development at major intersections that takes advan- <br />tage of accessibility and visibility. <br />o Promote mixed use development that is transit oriented. <br />o Create and improve upon access to and linkages between housing and employment. <br />o Encourage environmentally sensitive and open space design and construction techniques <br />that preserve natural resources. <br /> <br />A Place with a Sustainable Clean and Healthy Environment... <br />o Protect, preserve and enhance the supply of clean water and air for current and future <br />. generations. <br />o Reduce waste and create a sustainable environment by recycling, reducing and reusing. <br /> <br />A Place to Preserve Natural Resources... <br />o Conserve and improve unique and essential natural resources including wetlands, lakes, <br />rivers, andwoodlands. <br />o Preserve open space corridors'that protect natural vegetation and water quality, provide <br />wildlife habitat, and preserve the natural identity of Ramsey. <br />o Preserve and enhance the physical environment by practicing energy efficient develop- <br />. ment and design. <br /> <br />A Provider of Quality Public Services... <br />o Provide quality public services and maintain a high quality , education system. <br />o Provide a safe and efficient transportation system and seek solutions and alternatives to <br />transportation problems. <br />o Provide for efficient and timely extension of municipal sewer services; <br /> <br />A Placeto Play and Recreate... <br />o Create an effective and efficient system of parks and trails that meet the needs of both <br />urban and rural residents. . <br />o Provide neighborhood parks within the urban areas that are focal points of pride and <br />identity for each neighborhood. <br /> <br /> <br /> <br /> <br />A Place with a Good Image... <br />o Create a unique and positive image of Ramsey by providing opportunities for high quality development and establishing <br />standards in building architecture, landscaping, and signageforbusinesses along Highway 10 and other visible commer- <br />cial areas. <br />o Create an image that is attractive and inviting to both pedestrians and automobiles, and displays an identity consistent <br />with the overall community identity. <br />o Protect, preserve and promote historic reSQurces and encoUrage restoration and use of historic structures. <br /> <br />A Place with a Variety of Housing Opportunities... <br />o Protect th~ rural character and integrity of existing neighborhoods, while achieving an overall gross density of3or more <br />units per acre within the urban services, by requiring new housing transition in terms of density and housing types. <br />o Ensure a variety of housing types to satisfy Ramsey's life-cycle housing needs and provide housing opportunities for <br />people of all ages, income, physical ability and ethnicity.
