First, there is a development <br />moratorium in effect. Second, the comprehensive planning process is not at a stage <br />where it is appropriate to discuss specific projects. <br /> <br />After our staff meeting, I called Fred Hoisington, our comprehensive plan consultant to <br />ask his opinion. He agreed that it is too early to have this discussion. The focus right <br />now is on general concepts. Discussing specifics will detract from what the process has <br />been designed to accomplish. <br /> <br />It seems reasonable to assume that the comprehensive plan focus group will make a <br />recommendation about providing life cycle housing in the City. Implementation ofthose <br />recommendations would occur later, after the Planning Commission and City Council <br />consider alternative ways, such as your proposal, to achieve the recommendations. <br /> <br />Please feel free to call me if you have further questions.
