Schreiber, Director <br />Intergovernmental Policy <br />Department of Transportation <br />395 John Ireland Boulevard <br />St. Paul, Minnesota 55155 <br /> <br />Dear Mr. Schreiber: <br /> <br />The City of Ramsey is nearing completion of its Comprehensive Land Use Plan and a <br />number of transportation issues have surfaced: <br /> <br />1) Need for a future Bridge crossing over the Mississippi River; <br />2) Upgrading ofT.H. #10 to freeway standards; and <br />3) Need to improve the capacity ofT.H. #47 <br /> <br />This letter is intended to define our major transportation planning issues and to initiate <br />dialog between the City of Ramsey and MnDOT so as to assist the City in the completion <br />of its Comprehensive Plan. <br /> <br />. Proposed Mississippi River Bridge <br /> <br />Councilmember Natalie Haas Steffen has recently had a conversation with you in <br />which you indicated that MnDOT is considering a study which would focus on the <br />traffic flows from the northwest quadrant of the Metro Area. We assume the study <br />will include a discussion of a new bridge crossing the Mississippi River between the <br />City of Dayton and the City of Ramsey. Please note that the Metro Council estimates <br />that the number of Ramsey households will increase from the current 5,700 to an <br />estimated 10,000 in the year 2020. This growth, combined with the projected <br />increase in T.H. #10 traffic from the northwest (Elk River and beyond), leads us to <br />respectfully request that the MnDOT study be initiated immediately. <br /> <br />. T.H. #10 Corridor <br /> <br />We understand that MnDOT has proposed that T.H. #10 be improved to "freeway" <br />standards through much of the City of Ramsey, substituting grade separations for <br />some current at-grade crossings. The Anoka County transportation plan shows some <br />of these improvements. If "freeway" design is likely to occur in the foreseeable <br />future, the City of Ramsey would like to begin the discussions about related need for <br />
