The lack of <br />adequate controls for development of me site m a manner which adequately protects the <br />community may be a problem for the City. Therefore, our client proposes that the <br />Comprehensive Plan recommend that during the remainder of the development moratorium, the <br />City consider regulations that would allow commercial development on the Kamis property <br />withouljeopardizing the other goals and objectiV'es of the City. Simultaneously, the plan should <br />acknowledg~ the opponunity for mixed-use development of at least part of the Katnis propeny, <br />with the exact amount, location and typ~ to be determined at a later date.
