This provides visitors a variety of options for trail use.
One trail would consist of a bituminous treadway, while the other would be made of
gravel. The majority of the maintenance of each trail would be the same, with some
differences in the actual maintenance of the treadway surfaces.

A routine maintenance program is necessary to ensure bicyclist and pedestrian
user safety and to prolong the life of the facilities (NBPC Technical Brief, 1995). A
comprehensive maintenance program defines who is responsible for maintaining the
parks and trail systems. As well, a comprehensive budget and management plan that
includes the projected maintenance costs should be developed before construction begins.
The City of Ramsey would ultimately want to design and develop a multi-use trail system
that meets budget guidelines which include the costs of trail maintenance. Maintenance
is a necessary aspect of trail construction and upkeep. For example, interpretive signs
placed along the trail may need to be replaced each year. Maintenance activities should
also be prioritized, starting with user safety, for both the cold and warm weather seasons.
This enables quick decisions to be made when maintenance questions or problems arise.

As previously mentioned, the City of Ramsey already has an established
maintenance program for its current parks system. However, this program only applies to
non-winter activities. As a result, this report only discusses the more prevalent
maintenance aspects of the trail systems, in general, and the treadways themselves. Some
of the necessary maintenance tasks include the following (NBPC Technical Brief, 1995):

· inspecting and repairing/replacing interpretive signs, maps, gates, etc.

· trimming vegetation to meet sight distance requirements

· maintaining unique features such as bridges and tunnels

21
