<br />The addition of the warehouse will result in a total building coverage of 443,951 square feet. <br />The relocated greenhouse and the warehouse will not encroach the 65 foot buffer yard around the <br />perimeter ofthe property. <br /> <br />Community Development Director Trudgeon advised staff is suggesting that because the dock <br />doors for the existing warehouse, this newly proposed warehouse, and future warehouse face <br />Green Valley Road, that some trees be established along Green Valley Road to establish some <br />screening of dock activity. The Engineering Department has reviewed the expansion plan and <br />determined that the proposal does not impact the surface drainage pattern. Additional drainage <br />details have been requested regarding the depressed loading dock. The applicant's engineer is <br />also preparing a storm water plan for the entire site. The drainage from the truck dock must be <br />shown on the final plan prior to approval of the building permits. Mr. Trudgeon indicated the <br />Planning Commission reviewed the site plan on September 7, 2006. Mr. Brad Wolf brought up <br />for discussion the fact that the City Staff Review Letter references City Code requirement for <br />installation of curbing around the perimeter of any pavement installed. Mr. Wolf questioned the <br />necessity for this requirement for a driveway link between the new warehouse and the existing <br />access onto Green Valley Road. The City Engineer verified that in this particular case, the <br />curbing is not necessary for directing drainage. In addition, staff noted that the location of this <br />business in a rural residential area is unique from businesses located in a commercial district. <br />There was also a brief discussion regarding the fact that a fire suppression plan will be required <br />for the new warehouse. The applicant is working with Fire Department staff on this matter. Mr. <br />Trudgeon advised the Planning Commission recommended site plan approval contingent upon <br />compliance with the City Staff Review Letter, except that the requirement for curbing on the <br />driveway extension be waived. <br /> <br />Councilmember Cook stated he has been contacted by the owner of Green Valley Greenhouse <br />several times regarding stormwater assessments. Basically the situation is that there was a <br />homestead on the property that qualified for one rate, and after the property was separated there <br />was a different rate applied. The ordinance states if the water is contained on the property a <br />reduction would be given, and in this situation the water was going on the owner's brother-in- <br />law's property. Councilmember Cook asked if the ponding included in this site plan will <br />improve the situation and allow for a rate reduction. <br /> <br />Community Development Director Trudgeon replied the owner is working on a stormwater <br />drainage plan. <br /> <br />Councilmember Cook stated another issue is that on the front of the property the stormwater is <br />stopping at this property and flooding the parking lot. The stormwater is handled by stormwater <br />pipes the owner has put in, and goes back out to the swamp. He believes this property is <br />handling their own water, plus the City's water for that entire street. Either the City should use <br />the money that is being received from this property and fix the stormwater drainage problem, or <br />acknowledge that stormwater is being taken care of on this property. <br /> <br />City Engineer Jankowski explained the City has numerous issues with similar situations where <br />stormwater comes off public right-of-way and is going onto private property.
