<br />Employment District. The addition is proposed to be used for storage and receiving, which are <br />permitted uses in this district. Ms. DaInes advised the site plan is meeting all setback <br />requirements, with the exception of the rear yard setback, which is 35 feet in the E-l District. <br />The submitted site plan shows a setback of 20 feet. Staff understands that the applicant intends to <br />apply for a variance to this setback requirement. <br /> <br />City Code requires one parking stall for every 1,000 square feet of manu facturingl warehouse <br />space and one stall for every 300 square feet of office space. The site plan indicates that the <br />expanded building will consist of 4,000 square feet of office space (13 stalls required) and <br />15,920 square feet of warehouse space (16 stalls required), for a total of29 parking stalls. There <br />are 15 striped parking stalls currently on the site; the site plan indicates there is space for at least <br />43 parking stalls. Staff is recommending that at least 29 parking stalls be striped once the <br />expansion plans are complete. <br /> <br />Associate Planner DaInes indicated the building currently has an access on Bunker Lake Blvd <br />that will be reoriented slightly as part of the expansion. Be.cause Bunker Lake Blvd is a County <br />Road, Anoka County was notified of the site plan submittal. Ms. DaInes advised the existing <br />building material consists of painted rock face block. The expansion is proposed to be painted <br />block to match the existing building. Painted block is not typically permitted in the E-l District <br />but City Code does allow the City Council to permit other materials. Staff has asked the <br />applicant to clarify the material proposed for the expansion. Ms. DaInes indicated the grading <br />and drainage plan has been reviewed by the Engineering Department, and some revisions are <br />required before the plan can proceed to the City Council. The landscaping plan. is generally <br />acceptable with a few minor changes, as noted in the City Staff Review Letter. Staff is <br />recommending approval of the site plan, contingent on compliance with the City Staff Review <br />Letter and the applicant receiving a variance to the rear yard setback requirement. <br /> <br />Mr. Dennis Sharp, applicant, explained this addition will be on a building they put up about 20 <br />years ago. He clarified the existing building is painted rock face block, which they planned to <br />match with this extension. The back side of the existing building is smooth face rock due to the <br />plan to expand it; at that time a 20 foot setback in the rear was acceptable. He has applied for a <br />variance for the setback in that he will use this expansion for storage and the layout will work <br />better for pallet racking. The site plan shows 46 parking stalls, which is plenty of parking. He <br />has no other questions and believes they can take care of everything indicated on the staff report. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Cleveland, to recommend that the City <br />Council grant approval of the proposed site plan for GMI Expansion, contingent upon <br />compliance with the City Staff Review Letter dated August 31, 2006, contingent on approval of <br />the applicant's requested deviation from architectural standards to paint the rock face block, and <br />contingent upon the receipt of a variance to the rear yard setback requirement. <br /> <br />Further discussion: Commissioner Brauer requested clarification that the 20 foot setback will not <br />cause any problems. Associate Planner DaInes replied not from what she has observed. Mr. <br />Sharp explained there would be 20 feet of green and another 10 feet.of green that belongs to Life <br />Fitness.
