Voting no: None. <br /> <br />Motion by Councilrranber Cox and seconded by Councilrranber DeLuca to have City <br />Staff forward information to Amoco that approval of their request includes <br />using Ramsey as their address and not Anoka. <br /> <br />Motion carried. voting yes: Mayor Reimann, Councilmembers Cox, DeLuca, <br />Sorteberg, and Pearson. Voting no: None. <br /> <br />Motion by Councilrnember DeLuca and seconded by Councilmember Cox to di rect <br />City Staff to develop a standing policy to require that all businesses locating <br />in Ramsey use Ramsey as their address and that a variance be necessary if they <br />wish otherwise. <br /> <br />Motion carried. Voting yes: Mayor Reimann, Councilrnembers DeLuca, Cox, <br />Pearson, and Sorteberg. Voting no: None. <br /> <br />Case #12: Requeqt for City Participation (Tax Incr~ment Financing) in <br />Py;:oposed Project: Case of Ms. Kris Flueael and Ms. Sarah Sa~er: <br /> <br />City Administrator Hartley stated that the City's policy regarding tax <br />increment financing includes Council review of all tax increment financing <br />requests with res~ct to the follcwing issues: a) Will the request benefit the <br />City as a whole? b) Will the request encourage other private developnent in the <br />area? c) Will the project not occur without City assistance? and d) Is the <br />project legally and financially feasible? Mr. Hartley explained that the <br />pro,p:>sed developnent consists of a block buil ding. The improved qual i ty of <br />construction in the area will generate more tax increment. The value is <br />estimated at $250,000 and based on that, the amount of increment that would be <br />a\1ailable to the develo~rs would be $36,000. The total amount of increment <br />that would be generated would be between $60,000 and $70,000 over a period of <br />20 years. Mr. Hartley stated that he has indicate.d to the develo~rs that they <br />cannot extend utilities to the proJ;:E:rty. This developnent district has the <br />floating base and it's difficult to generate much incranent. P.lI engineering <br />and administrative costs have to corne out of the $36,000. The developers have <br />to determine if the benef its are sufficient to serve the needs. <br /> <br />~1s. Kris Fluegel stated that she and l<ls. Sarah Sawyer have been working with a <br />group called Human Economic Developnent Group (HEJX;) and they have compiled a <br />business plan and have met with bankers and have financing contingent upon the <br />tax increment financing. <br /> <br />Motion by Councilrnember COx and seconded by Councilrranber Sorteberg to approve <br />the request by Ms. Kris Fluegel and 115. Sarah Sawyer for City participation in <br />their proposed project. <br /> <br />Motion carried. Voting yes: lI..ayor Reimann, Councilmernbers Cox, Sorteberg, <br />Perason, and DeLuca. Voting no: None. <br /> <br />Case #13: Request for Site Plan Review and City Participation (Tax <br />Increment Financing) in Proposed Proiect: Case of Mr. John <br />~: <br /> <br />City Administrator Hartley explained that Mr. John Noard is proposing to <br />relocate his existing business, the Anoka Sports Center, to Lot 1, Block 1, <br />Riverside West.
