<br /> <br />Further Discussion: Councilmember D~Luca stated that Landfill Commission <br />meeting minutes discuss the public education part of this KAB program and <br />hiring a campaign coordinator for it; that cost is not included in the <br />entry fee. Councilmember Co~stated that any further e);penditures under <br />that program should not be authorized until there is a form&l <br />recommendation to Council from the Landfill Commission. Mr. Graczyk noted <br />that any additional expenditures incurred by the Landfill Commission would <br />appropriately be taken from Fund 225, which is tipping fees collected and <br />designated for abatement uses. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Councilmember Cox stated that he thought the General Fund Reserve Balance <br />quoted at a previous meeting was $300,000 and not $42,000. <br /> <br />Mr. Graczyk replied that the $300,000 represents resources available from <br />prior years that can be expended this year or in the future; the $42,000 <br />represents the budgeted amount for unanticipated expenditures. <br /> <br />Councilmember Cox stated that maybe consideration should be given to <br />fUnding the civil defense system entirely out of the General Fund Reserve <br />rather than through a loan from the Landfill Fund in order to avoid costly <br />bookkeeping processes to arrange a payback. <br /> <br />Mr. Graczyk stated that the bOOkkeeping involved with a loan from the <br />Landfill Fund is not a problem; funding the entire civil defense system in <br />one year from the General Fund Reserve would draw down the fund balance <br />significantly in one year which could be a problem. <br /> <br />Council indicated their satisfaction with revisions resulting from budget <br />reviews thus far and foresee no other changes to the budget craft. <br /> <br />Case #2: Recommendation From Park And Recreation Commission Re~ardin~ <br />Temporarv Warmin~ Bouse: <br /> <br />Mr. Raatikka stated that past Council action approved leasing a temporary <br />wa~i~g house :0= use at Ce~t=~: Pa=k i~ the 1987/88 season; the ?~=k and <br />Recreation Comzission is reiterating their recommendation to purchase the <br />enit as noted in Herland Otte's memo to Council dated October 27, 1987. <br />Tne basis for that recommendation is tbat for the extra cost the unit could <br />be moved to another site for another purpose or costs recouped by selling <br />it if no other use is found. <br /> <br />Mayor Rei~ann noted that the cost for floer matt~ng for the war~ing house <br />was high and some research should have been done for used conveyor belting. <br /> <br />Motion by Council~ecber Sorteberg and seconded by Councilmember Cox <br />authorizing an additional $1650 for 1987 Central Park improvemen~s to <br />allow for the purchase, rather than lease, of a temporary war~ing house <br />u'C.it. <br /> <br />Motion carried.
