Mr. Sentyrz has submitted his financial <br />statement to tbe City; it was forwarded to Pannell Kerr Forster for review <br />and they are recommending requiring the minimum escrow amount for the <br />project. <br /> <br />Motion by Councilmember Cox and seconded by Councilmember DeLuca to accept <br />the recommendation of the City's independent public accountant and require <br />Mr. Josepb Sentyrz to post the minimum escrow of a 20% letter of credit for <br />the proposed sewer and water construction in Oakridge Industrial Park. <br /> <br />Further Discussion: Mr. Sentyrz stated that his bank is requesting <br />information from the city regarding the exact language desired in the <br />letter of credit. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox, <br />DeLuca and Pearson. Voting No: None. <br /> <br />Mr. Sentyrz requested council consideration to allowing blacktop, rather <br />than concrete, curbing as the concrete requirement makes the area too <br />expensive for new businesses to consider as a location. <br /> <br />Mayor Reimann noted that cement curbs are considered to be a more permanent <br />improvement than blacktop. <br /> <br />Mr. Hartley suggested that the details of Mr. Sentyrz' project be discussed <br />at the December 8 council meeting; in the interim Mr. Sentyrz should meet <br />with Ms. Norris and himself to discuss development options. <br /> <br />Case #8: Discuss Procedures To Be Followed While Processin~ Com~laints: <br /> <br />Mr. Hartley requested that Council continue a prior discussion regarding a <br />policy for processinb complaints and noted that allowing anonymous <br />complaints results in a great deal of harassement-type complaints. <br /> <br />Council consensus for a policy on processing complaints is as follows: <br /> <br />a) Complaining party should be notified of complaint being received <br />and processed and that they will be notified agai~ when a <br />resolution is arrived at. which does take some time. <br /> <br />b) Anon)~ous complaints will be discouraged but initially checked out <br />for validity. <br /> <br />c) Staff response .and p:-ocessing of complaints shall be as quickly as <br />possible. <br /> <br />d) Complaints about staff, council and city administrator will be <br />directed to tbe city administrator and :-eported to council in tbe <br />administrator's monthly report. <br /> <br />Case f.9: Update On R2ilroad Crossi~~ And Truck Tra=~ic: <br /> <br />Mr. Hartley stated that Mr. Peck, Project Manager for Nortbfork, has <br />indicated there will be a private crossing established at the Dayton Port <br />City Council/November 24, 1987 <br /> <br />Page 11 of 16 <br /> <br />/11> <br />
