Mr. Cable and Mr. Runym <br />said Mr. Chapman told them they would have no trouble with it. Chairman <br />Sorteberg said they should have tests. Mr. Cable and Mr. Runyon said it was <br />their gamble and they thought they would have a nice setup. They said there <br />was a fine line between commercial and industrial zoning and it was not that <br />great. Chairman Sorteberg said they had professional planners plan and zone <br />the area and the commission keeps hearing they should hire professionals to <br />help them out. Mr. Pittman s aid they have been sitting here waiting for the <br />city of Anoka to make a decision and they haV"e not done anything with the <br />land that they have taken as commercial. He wondered how much longer they <br />would have to "''ait. Mr. Klohe said they should make soil tests. Mr. Cable <br />and Mr. Runyon sa id they would like the commission to zone it from indus trial <br />to commercial before they took the tests. Mr. Zimmennan a sked what would <br />happen if the soil tests failed and they had already zoned _ .it commercial. <br />Chaiman Sorteberg pointed out the purpose of the maps is so the City of <br />Ramsey can work with the City of Anoka. He thought they should have more <br />interest in building up Ramsey than wdting for Anoka and that they could <br />not talk to people until it is zoned commercial. Mr. Pittman asked if <br />Mr. Cable and Mr. Runyon came in with all of the tests would Mr. Klohs pass <br />on his decision on it. Mr. Klohs said they have to have some basic factors. <br />Chairman Sorteberg said once it is zoned commercial it stays that way. <br />Mr. Gamec said they are going to have a shopping c enter going up on 153rd <br />and wondered how rural that would be and there could be shopping centers <br />going up allover. Mr. Gamec said he did not think they needed a shopping <br />center. He said they could get the same tax off a condomium setting there <br />as many grocery stores. Chainnan Sorteberg said the Planning & Zoning <br />Commis sion did not have the final say in rezoning and would have to hold <br />a special heamng and the Council would decide. Mr. Cable and Mr. Runyon <br />said they already own the land and would not like to spend $5,000.00 and <br />not Mve it go through. Chairman Sorteberg said once it is zoned B-2 it <br />is in the book and you have to go by the book. He said the commission <br />has to make a report to the Council on their reasons for making a decision. <br />Mr. Fossum asked who was going to own the building and was told Mr. Cable <br />and Mr. Runyon were. Mr. Fossum said if they did not build a store and <br />only have a bar as part of the shopping complex after it was zoned commercial <br />and he stated they could decide not to build anything on it. Attorney <br />Goodrich said some of the things they could have there is a hotel, motel, <br />repairs or a funeral home with a permit. Mr. Gamec made a motion to deny <br />rezoning this property until the developer shows a sketch of plans of what <br />they will build on this piece of property. Attorney Goodrich advised; <br />they should table it until they have these things. Mr. Gamec made a motion <br />to table this matter until Mr. Cable and Mr. Runyon bring in a sketch of <br />plans and soil borings of the proposed area and any further data which may <br />be required by the city engineer. It was seconded by Mr. Fossum. Mr. <br />Zimmerman made a motion to amend it until they know where the road will be <br />in this area. The amendment failed. Mr. Pittman made a motion to amend <br />it to the time of the next regular meeting as this matter will be brought <br />up again. The amendment failed. Chairman Sorteberg asked for a vote on <br />the motion. So lOt eberg, Fossum, Gamec, Zimmenllan and Klohs voted yes. <br />Mr. Pittman voted no. The motion was carried. <br /> <br />I <br /> <br />Jerry Rachel was not present. Attorney Goodrich said moving into his <br />house would be subject to the old ordinance. <br /> <br />David Voit was present in regard to Outlot A in the Rolling Green Addition. <br />He said when it was platted it was not buildable. He has dug the dit ches <br />deeper and would like it zoned commercial. It is 4.4 acres and he explained <br />the ditches and the drainage to the commisqion. Mr. Gamec asked if they have <br />
