Mr. Schaumberg said he checked with the law of Right. of Access
said he is going to talk to Mr. Hanley. Mr. Fossum asked what he is asking
the commission to do. Mr. Schaumberg said he needs the backing of the
City Council. Mr. Fricke said to buy the end lot off of Ramsey Terrace and
was told there is a house there now. Mr. Schaumberg said he is going to talk to
the neighbor that lets him have access now. Mr. Fricke suggested he buy an
easement and not buy the land. Mr. Schaumberg was told he did not have to
come here at all but may have to get permission from the city to put in a
culvert .

9: 15 P.M. Chaiman Sorteberg called fo r a recess.

The meeting was resumed at 9:30 P.M.

Craig Willie was present in regard to property on County Road #56 in
Greenland Hills. He said they have come up with many ways of doing things
and would like the commission to go out and look at the place and Bee what
they think about it. They would like some imput on how the conunission would
like it done. He said they could have some houses, multiple family dwellings
and they have a road in and a frontage road. The lots on Highway #56 have
been for sale for many years. Mr. Pittman said the lots have never been in
the plat. Mr. Willie said there were 45 across the south part of the road
and maybe 20 up above. It is about 55 or 60 acres in all. Mr. Pittman wondered
how they would do it if there is a need for commercial property. In Ramsey
we have only 300 acres in commercial. Mr. Willie said they would like to
have some ideas of what USes they could have for it. He said they would be
interested in a piece of com~ercial property in Ramsey. They would not want
all of their pro !~erty commercial but would have some interior flow that
would compliment it also. Mr. Fossum said they are in no hurry and asked for
no decisions but wondered if they could be on the map. He will approach
Mrs. Guy and have it on the map. Mr. Willie said they were definitely,
serious and asked if the commission would come out and look at the property
and he would come back and discuss it with them. Chairman Sorteberg said
the big "i'roblem is the road #56. Mr. Fricke said there was some talk about
changing the road. The key thinking is to get the bridge across the Rum River.
It would be going across their property somewhere. Chairman Sorteberg thought
it could be a good convenient center if they get the road a cross there.
Mr. Fossum said he would swing through and look at it. Mr. Willie will be
on the agenda for the next meeting.

In a discussion of garage sizes Chaiman Sorteberg said the ordinance
regulates the sizes of garages and out buildings. Mr. Fricke said they read
the parers and will use it and have a committee and build on it. He thought
they need better definations and said when you control the size of the buildings
you will have things setting outside. Chairman Sorteberg said he thought there
were inadequacies in the depth of the wells. Mr. Fricke said the imrortant
thing is to seal off the surface water. Chairman Sorteberg said it should be
75 feet or deeper. Mr. Pittman said in Greenland Hills and Whispering Pines
the wells are about 200 feet deep. His well is 125 feet deep and he knows one
that was put in last year that was 240 feet deep. Mr. Gamec said on all of
the new homes the builder drills 100 feet deep. He asked if there was anything
mentioned on stainless steel screens. Chairman Sorteberg said the best way
would be to get three or four well men in and ask them. Mr. Gamec asked if
there was a guarantee on a steel point and was told it is about five years.
Mr. Gamec said there is some ordinances on a shallow well that you cannot
water your livestock from a shallow well. Mr. Fricke said they should be
at least 25 feet from the house so it does not get a coarse situation in
the drainage. He said any shallow water is contaminated.
