<br />Chairperson Nixt requested staff work with the applicant to come up with a color scheme to <br />break up the units so they are individually distinct buildings. <br /> <br />Mr. Walz indicated rock face block is being used with a color scheme of cranberry on the bottom <br />with sandstone. <br /> <br />Chairperson Nixt indicated the applicant should work with staff regarding the elevations. His <br />primary concern related to the septic design and ensuring that there is adequate sizing of the <br />private water system. He noted they have dealt with the traffic flow, landscaping and screening. <br />With the two additional feet on the road width they will not be deviating from City private road <br />standards for streets with parking on one side. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Brauer, to close the public hearing. <br /> <br />Motion Carried. V oting Yes: Chairperson Nixt, Commissioners Brauer, Cleveland, Hunt, Trites <br />Rolle, and Van Scoy. Voting No: None. Absent: Commissioner Levine. <br /> <br />The public hearing closed at 9:08 p.m. <br /> <br />Commission Business <br /> <br />Chairperson Nixt called the regular meeting of the Planning Commission back to order at 9:08 <br />p.m. <br /> <br />Motion by Commissioner Brauer, seconded by Commissioner Cleveland, to table the applicant's <br />request for preliminary plat and site plan approval until the following information is received and <br />accepted by staff: <br />1) Test pits that confirm that the soil on the proposed site of the community septic <br />system is undisturbed and acceptable for construction of the proposed system. <br />2) Revised sizing assumptions that utilize the proposed sizing suggestions stated in <br />the City Staff Review letter dated September 26,2006. <br />3) Information regarding the exact location of the community septic system. <br />4) Information regarding the responsible party for management and maintenance of <br />the community septic system. <br /> <br />Further discussion: Commissioner Brauer stated he has stated numerous times that staff s <br />recommendation should be followed; the Commission should support staff on this type of <br />recommendation. Commissioner Van Scoy noted he had asked staff whether the contingency <br />would cover concerns. City Engineer Jankowski advised there are always motions that come out <br />of the Planning Commission with contingencies. This is more acceptable to come from the <br />Planning Commission, but when the City Council takes action it should be certain that what they <br />have approved can actually be constructed in that manner because there are legal rights given to <br />the applicant at preliminary plat. Associate Planner DaInes asked if the Planning Commission <br />would like to review the soil data once it is completed. Chairperson Nixt questioned if the <br />Planning Commission would receive any more information than a paragraph in the Staff Review <br />Letter stating that the system meets City requirements for septic if they were to table this. <br /> <br />Planning Commission/October 5, 2006 <br />Page 17 of20 <br />
