~~

Oliphant: Hers assuming, of course, that there is statutory authority. She will try
. to find this for us.

.

Albert: Are you saying, Mr. Oliphant, that this is part of the Metropolitan guidelines
or that this is a statutory requirement?

Lukerman: Could I read from the.....

END OF TAPE THREE

Lukerman: ........funeral homes, commercial recreation, home and trailer homes, and
display animal clinics, parking lots, recreational equipment, sales, and services.

Oliphant: So despite what the developer has said to the Council, there is not contract
between him and the Council.' Any of those used could be placed on that land at any
time in the furture. Is that correct?

Lukerman: That is correct.

Oliphant: Without any of the qualifications that this developer said that he may put
if he develops this property.

l.ukerman: That is true the only stipulation is that the parcel sold would have to be
five acreas or more; otherwise, it would have to go to the ______?

Oliphant: It is possible to conduct traffic studies to determine the possible impact
on the residential area adjacent to this property. Is it not?

Lukerman: Yes.

.OliPhant: And, we have heard testimony that there have been no such surveys.
Lukerman: That is true.

Oliphant: In looking at the County plan, "\>le have seen a thorough-fare plan that the
County has proposed and you see substancial problems where they have been developed
under the Anoka County thorough-fare plan?

Lukerman: Yes.

Oliphant: And, you also see the possibility - a reasonable possibility _ of enormous
cost to the taxpayers of this community. Thct this is a premature development. The
sewer lines must be run over there. Is that correct?

Lukerman: Yes, under thos conditions. Yes.

Goodrich: If I could interrupt. Is this repetitious or is it...?

Canrt hear.

Oliphant: There is one minor question that I had. There have been some quelitions about
the soil that were raised. Now, you know whether or not soil tests were made on this
property and sent to the planning commission.

Lukerman: There was no evidence in this memorandum.

.1iPhant: Is that important?

Lukerman: Yes.

Oliphant: Why?
