Councilmanber Cox stated that if buildings are cleared fran pro};erty <br />and it is used for farmland, by taxing standards it is still a building site; <br />but if a pro};erty owner brings in fill to low pro};erty, the value of that land <br />would certainly be increased for taxing purposes. Councilmanber COx stated <br />that he doesn't understand how an area can be selected to have a one acre <br />building site when there is no building on the pro};erty at the time of the <br />appraisal. Councilmanber Cox stated that he feels Mr. Stritesky's valuation <br />should be reduced for that one year };eriod in view of the fact that there was <br />no house on the pro};erty for 3 years and it should have been considered a <br />vacant lot. <br /> <br />Mr. Wirz stated that Mr. stritesky should have had this issue addressed prior <br />to now. <br /> <br />Mr. stritesky stated that he bought the pro};erty in September of 1984, he <br />received the pro};erty valuation in December and this year's Board of Review is <br />the first opportunity he has had to address the issue. <br /> <br />Mr. Wirz pointed out that Mr. Str itesky' s case involves 1984 pro};erty <br />valuation and this Board of Review is to discuss 1985 pro};erty valuations; a <br />reduction to Mr. stritesky would have to be by w8!:l of an abatement or a credit <br />on the second half of 1985. Mr. Wirz reconunended that Council address Mr. <br />Stritesky's case at a regular COuncil meeting as the Board of Review is <br />intended to address 1985 pro};erty valuations only. <br /> <br />Motion by COuncilmember COx and seconded by Councilmanber Reimann directing <br />City Staff to place Mr. Gary Stritesky's case of pro};erty valuation adjustment <br />on the Special Council Meeting agenda for May 14, 1985. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Councilmanbers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br /> <br />Larry Johnson - 12211 Juni};er Street - Coon Rapids - Stated that he approached <br />the Board of Review on April 24 regarding a 4.7 acre parcel he owns in <br />Highpoint and the affects of the landfill on the value and saleability of that <br />pro};erty and i~uired if COuncil has made any decisions regarding those <br />pro};erties in the vicinity of the landfill. Mr. Johnson also noted that the <br />Tri-City Newsletter states that Highpoint Addition is up for seal coating this <br />year and stated that because of the landfill, the pro};erty is not worth what <br />it is costing him in taxes and assessments. <br /> <br />Councilmanber Reimann pointed out that over half of the taxes paid are going <br />to the School District. <br /> <br />Mr. Schnelle referred to Landfill Ad Hoc Committee meeting minutes dated April <br />29, 1985 in which it has been recommended that Council engage an appraisor to <br />May 13, 1985 <br /> <br />Page 3 of 9 <br />
