.

.

.

conglomerates and the high taxes are making is difficult for their businesses
to survive.

Councilmanber Cox stated that he wished everybody could have an op{x>rtunity to
be presented with the ~. of eye o~ning tax statement that Mr. LeTourneau
received and maybe they would begin to realize that the necessary increases
are coming from those entities in government responsible for budgets and
salaries7 that companies like N&N Auto Body, Prestress and Kovar are taxed
to death to cover the cost of government.

Mr. Grosslein - Stated that he is in the same situation as Mr. Muller and Mr.
LeTourneau and suggested that the City take a look at what it is doing to it's
commercial pro~rties7 there is no feasible way those commercial pro~rties
can oontinue to survive and pay those kinds of taxes. Mr. Grosslein stated
that he is paying $60,000jyear in taxes for his pro~rties on Tungsten and
Hwy. 110. Mr. Grosslein also noted that he is paying over $16,000 for fire
insurance because there are no fire hydrants near his pro~rty7 the nearest
fire hydrant on Hwy. #10 is 1500 feet and if the City would extend that
service along Hwy. 110 his fire rates oould decrease by 50%. Mr. Grosslein
requested that the City help those businesses bringing in the tax base to the
community. Mr. Grosslein stated that at the time he built he only needed a
basic building for warehousing but he went along with the City's request for a
more upgraded ~ building with landscaping, etc. and then the City raises
his taxes.

Mr. Wirz pointed out that pro~rty taxes do not increase for landscaping.

Councilmanber Cox stated that this is a situation where the City has insisted
that Mr. Grosslein build a deluxe building for warehousing 7 then tax him for
doing it, to a point where it is impossible for his business to survive.
Prestress, Kovar and Dickenson found it inq;x>ssible to survive and 200 jobs
disappeared and yet those buildings are being taxed over $20,000jyear7
Grosslein is paying over $58,0007 and then you have someone like the person
sitting in the front rON of tonight's audience giggling at these situations.
This Council should review oommercial market values as we are taking away
their op{x>rtunity to survive.

Mr. Schnelle stated that he recalls Council demanding a lot fran Mr.
Grosslein.

Councilmanber Cox pointed out that since that time, Council has relaxed it's
demands and Mr. Grosslein is left with higher real estate taxes. Businesses
like Grosslein oon' t require public services like schools, yet the tax burden
is shifted to the business, who in turn must raise pr ices to oover that tax
burden and the oonstmer ends up paying for it on a retail level artjWay.

Councilmanber Reimann i.n::.Iuired if Mr. Grosslein' s buildings have the same
value placed on them as similar buildings in Coon Rapids and Blaine.

Mr. Wirz replied that the same formula is used in Ramsey as in Blaine and Coon
Rapids.

Councilmanber Reimann stated that he has always been of the opinion that
May 13, 1985
