<br />. <br /> <br />. <br /> <br />. <br /> <br />Ramsey should not be taxed the same as Anoka, Fridley, Coon Rapids, etc., <br />because Ramsey has less opportunity for good business health being located on <br />the outer edge of the metro area. The building may cost the same amount of <br />money to build but the business itself is not as valuable because of Ramsey's <br />farther out location. <br /> <br />Mr. Wirz noted that even though buildings have the same value, land values in <br />cities like Fridley and Coon Rapids are assessed at a higher rate. <br /> <br />Mr. Schnelle stated that ever since he came to Ramsey, the City has <br />diligently strived to get the County and State address these issues, but these <br />concerns are continually ignored. Ramsey gets comments fran the State Capitol <br />like 'you people are not hurting, you are just cry babies' . <br /> <br />Discussion ensued regarding that the City cannot do anything about the tax <br />rate and how the mill rate is subdivided; the only immediate thing Ramsey <br />oould do to help the business owner is reduce property valuations. <br /> <br />Councilmember Cox suggested decreasing Mr. Grosslein' s property valuation by <br />the amount he would save on fire insurance if he had access to a fire }wdrant. <br /> <br />Mayor Heitman in:;luired if the City should then treat the other businesses <br />along Hwy. #10 in the same way. <br /> <br />Councilmember Cox stated that Council should only have to deal with those <br />businesses that presented their case. <br /> <br />Mayor Heitman in:;luired if that would not be 'greasing the S;Iueaky wheel' and <br />forgetting about the rest of the businesses in the same situation. <br /> <br />Councilmember Cox replied that the Board of Review was advertised and those <br />that responded are dealt with. <br /> <br />Mayor Heitman pointed out that Mr. LeTourneau and residents with the same type <br />of situation have registered complaints. <br /> <br />Mr. Gary Stritesky stated that residents don't have million dollar buildings <br />on their land and agreed that Ramsey businesses should not be valued the same <br />as those in Fridley for instance. <br /> <br />Mr. Wirz stated that Mr. Grosslein' s building would be taxed considerably <br />higher if it were located on sewered and watered property. <br /> <br />Mr. Schnelle suggested that the County Board be approached regarding <br />establishing a formula for commercial properties not having municipal services <br />oommencing at County Road #116. <br /> <br />Councilmember Sorteberg stated that the high fire protection oosts for these <br />properties is disturbing; recalled that a year ago Council made an attempt at <br />a blanket reduction to commercial property valuations and it was shot down; in <br />favor of a 5% reduction in valuation for LeTourneau's and Grosslein. <br /> <br />Mr. Schnelle stated that if Council is considering such action, Altron should <br />May 13, 1985 <br /> <br />Page 6 of 9 <br />
