<br />. <br /> <br />Commissioner Cox stated that Fran McGovern (editor of the Daily American <br />Newspaper) is conducting a Taxpayers Power Block Meeting on Tuesday, May 15, <br />1984 at the Minneapolis Auditorium and the purpose of these meetings is to <br />inform the people how the government works and what is happening in the state <br />of Minnesota. Commissioner Cox noted that bus service to the auditorium <br />will be provided and the bus will depart from Mobil on Hwy. 10. <br /> <br />Mr. Schnelle stated that Staff has requested that Council proceed with <br />the hiring of a planner; the City is growing and we do have to meet those <br />needs. <br /> <br />Commissioner Muller inquired as to the status of Industrial Revenue Bonds. <br /> <br />Mr. Schnelle referred to Enclosure D.2.c in the agenda as the most recent <br />information he has on Industrial Revenue Bonds. <br /> <br />Commission then reviewed Enclosure D.2.c (letter from Law Office of Briggs <br />and Morton regarding State Law Allocating the Authority To Issue Industrial <br />Revenue Bonds dated May 4, 1994). <br /> <br />Commission consensus is that the last couple of paragraphs in this letter <br />do need some clarification and Mr. Schnelle stated he would contact Briggs <br />and Mmrgan. <br /> <br />Case #2.a: CDBG Funds: <br /> <br />. <br /> <br />Chairman Greenberg inquired if this Commission wants to request that Council <br />utilize CDBG funds to extend the sewer trunk line to Sunfish Blvd -- the <br />cost would be $250,000 of which $150,000 would be paid for with CDBG funds. <br />Chairman Greenberg inquired as to where the City would get the other $100,000. <br /> <br />Mr. Schnelle stated that the $100,000 balance would be assessed out to the <br />benefitted property owners. Council can defer assessments and that means <br />the City picks up a share which will be paid back when those people are <br />finally assessed. <br /> <br />Commissioner Muller dismissed himself from the meeting at this time. <br /> <br />Mr. Schnelle stated that EDC might want input from the City Engineer regarding <br />urban sewer service area #1 and that Council cannot be totally responsible <br />for setting up a policy for deferments and Council needs EDC's assistance <br />in this area. <br /> <br />Commissioner Cox stated that there are businesses in that area that are not <br />interested in that extra cost burden and in most cases the City would be <br />looking at deferments. Commissioner Cox pointed out that the economic <br />situation is severely depressed as of yet and at the same time our school <br />district allowed a 45% increase in salaries in two years. <br /> <br />Mr. Schnelle stated that the possibility of using Tax Increment Financing <br />in that area could be investigated. <br /> <br />. <br /> <br />Chairman Greenberg stated that grants should be sought to put in that trunk <br />in order to avoid going to assessments. <br /> <br />EDC/May 9, 1984 <br />Page 3 of 4 <br />
