Voting No: None. <br /> <br />Case #11: Consider Changes to Municipal State Aid System <br /> <br />City Engineer Jankowski stated that the City must make changes to the Municipal State Aid <br />System (MSAS) prior to May 1, 2003 to be eligible for receiving needs consideration for the next <br />fiscal year. Additionally, several streets within the Ramsey Town Center would become eligible <br />to be constructed with state aid funds once they have been added to the MSAS. At their April 15, <br />2003 meeting, the Public Works Committee reviewed and recommended the proposed changes <br />presented by staff. These changes add 2.73 miles to its system, which includes Sunwood Drive <br />and two additional north/south collector streets within the proposed Town Center. <br /> <br />Councilmember Cook stated that he was in support of the changes because it allows the roads to <br />be constructed using state funding and gives the City funding to assist with developing the Town <br />Center <br /> <br />Councilmember Zimmerman inquired if with the addition of the mileage will it bring them to the <br />allowable total. <br /> <br />City Engineer Jankowski replied no, explaining that they still have over a mile that they are <br />allowed, but staff will continue to look at other options. <br /> <br />Councilmember Cook inquired if there were other areas that they could designate to the system <br />prior to the resolution being submitted. <br /> <br />City Engineer Jankowski replied that the Public Works Committee did discuss the possibility of <br />dedicating 167th Avenue from Ramsey Boulevard to Armstrong Boulevard, which would be <br />about ¥4 of a mile. <br /> <br />Councilmember Cook stated that the Council has been talking about providing incentives to pave <br />dirt roads and inquired if they could identify a mile of dirt road and designate it as MSA and use <br />those funds to pave the road. <br /> <br />City Administrator Norman replied that MSA roads have different qualifiers and did not think <br />that would work. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Elvig, to adopt Resolution #03- <br />04-100 modifying the City's Municipal State Aid System and direct staff to designate the <br />remaining one mile as appropriate. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Cook, Elvig, Pearson, <br />Strommen, and Zimmerman. Voting No: None.
