<br />ed by the City of Anoka. This
<br />month's short profile features
<br />the Community Development
<br />Director, Bob Kirchner.
<br />Bob was hired by the City of
<br />Anoka in July, 1978, as a Com-
<br />munity Development Aide.
<br />Previously he had been in
<br />positions with the Anoka
<br />County Historical Society, .,
<br />Minneapolis Housing and Re.
<br />development Authority, City of
<br />Coon Rapids, Metropolitan
<br />Airports Commission, and the
<br />Anoka Post Office.
<br />Bob has had a long-standing
<br />interest in urban planning and
<br />local government since his
<br />family moved to the Anoka
<br />area in the mid 1950s. His
<br />undergraduate work was at
<br />Augsburg College where he
<br />majored in Urban Studies. He
<br />went on' to receive a Masters
<br />Degree from the University of
<br />Minnesota School of Public
<br />Affairs, now called the Hum-
<br />phrey Institute. He is also con-
<br />tinuing his education in
<br />business and real estate.
<br />As Community Develop-
<br />ment Director, Bob oversees
<br />the four divisions of the de-
<br />partment including planning
<br />and zoning, grants administra-
<br />tion, Housing and Redevelop-
<br />
<br />
<br />.4

<br />ment Authority, Parking Advis-
<br />ory Board, and the Rum River
<br />Banks Improvement Commit-
<br />tee. In addition, Bob coordinat-
<br />es the activities of the Busi-
<br />ness Call and Marketing Team,
<br />an 18 member volunteer group
<br />that calls on local businesses.
<br />He also coordinates activities
<br />of the SCORE counseling of-
<br />fice which provides free coun-
<br />seling to local businesses and
<br />persons considering going in-
<br />to business.
<br />Currently Bob has been
<br />spending the majority of his
<br />time staffing the Anoka
<br />Economic Development Com-
<br />mission and completing re-
<br />quirements for the Star City
<br />designation.
<br />
<br />
<br />Work on the Main Street Bridge Pedestrian Underpass
<br />began during the week of August 5, as part of the renovation
<br />of the famous bridge over the Rum River. Funded by the
<br />Community Development Block Grant Program, the under.
<br />-pass will provide safe and convenient access between the
<br />Bridge Square area and City Hall for pedestrians.

<br />weeks earlier this year on
<br />September 1, 1985.

<br />A social security represen-
<br />tative is available the first
<br />Wednesday of each month
<br />from 9 a.m. until noon at
<br />Anoka City Hall in the Com-
<br />munity Room. No previous ap-
<br />pointment is necessary to ob-
<br />tain this service.

<br />disabled. In order to make
<br />Anoka City Hall services and
<br />program registration more ac-
<br />cessible to seniors and the
<br />disabled, tables have been
<br />placed on the first floor to con-
<br />duct business with City staff.

<br />council meetings are held in
<br />the city council chambers in
<br />City Hall. If you would like to
<br />attend a public meeting and

<br />Trees, Please
<br />
<br />Anoka is becoming green
<br />again! Many of our City streets
<br />have been planted with new
<br />boulevard trees and many
<br />more will be planted in the
<br />future. These new trees
<br />replace the thousands of'trees
<br />lost to Dutch elm disease.
<br />The City has adopted a,
<br />Master Street Tree Plan to be a
<br />comprehensive, yet flexible,
<br />guide for planting, mainten-
<br />ance and removal of trees on
<br />public property.
<br />Its purpose is to revitalize
<br />Anoka's urban forest by estab-
<br />lishing guidelines for the pro-
<br />per planting of trees on public
<br />property. It will require the full
<br />cooperation of residents, busi-
<br />nesses and civic organizations
<br />to achieve this goal.
<br />In general, the City is plant-
<br />ing trees of mixed species
<br />along our streets where whole
<br />blocks of Dutch elm trees,
<br />planted in the past, were ,lost
<br />to disease, creating large
<br />voids i nthe streetscape.
<br />Guidelines for planting is
<br />. based on boulevard widths
<br />and utilities present at the
<br />planting locations.
<br />The following criteria are be-
<br />ing used:
<br />Trees shall be planted:
<br />1. at least 30 feet from
<br />street intersections
<br />2. at least 10 feet from
<br />alleys and driveways
<br />3. at least 10 feet from a
<br />utility pole
<br />4. at least 10 feet from a fire'
<br />hydrant
<br />5. at least 6 feet from
<br />
<br />BUILDING NUMBERS
<br />ORDINANCE
<br />The City of Anoka reminds
<br />you that the owner of any resi-
<br />dential, commercial, and/or in-
<br />dustrial structure, public or
<br />private, must h?ve. a house/
<br />building number displayed
<br />that is clearly visible from the
<br />street by June 1, 1985. Each
<br />number must be four inches or
<br />greater in height and should
<br />be of a color .that contrasts
<br />with the color of tne structure
<br />to which it is attached. For
<br />more information, contact
<br />the Building Inspector, at
<br />421-6630, extension 125.
<br />GARBAGE CONTAINERS
<br />. A recently passed' City or-
<br />dinance makes it a violation of.
<br />Anoka's blight ordinance if
<br />garbage containers are not re-
<br />moved from the curb after col-
<br />lection day and stored in the
<br />rear of the premises, in enclos-
<br />ed structures on the premises,
<br />or in the side yard set back if
<br />screened so as to be out of
<br />view from the street and from
<br />adjoining property. The ordin-
<br />ance also disallows dumping
<br />garbage into someone else's
<br />container without permission
<br />and a fine can be imposed ,I
