The
cit izens com mended the,
Ramsey Lions for their contri-
. butions to the community but
urged Council to disapprove
the races for 1985 unless the
Lions find an alternative loca'
tion that would not involve ex-
cessive disturbance to resi-
dential neighborhoods. Coun-
cil passed a motion to approve
the sand races for two week-
ends in 1985 along with a
license to sell 3.2 beer at the
races, insisting that the noise
level be reduced, parking be
restricted to Co. Rd. 116, traf-
fic on 149th be controlled, a
$500 bond be posted 'for litter
clean-up and that the Lions
give all residents one full
block to the north of the race
location a two.week notifica-
tion' of race dates. Council
also noted in their motion
that the future of sand races
will hinge on the correction of
problems discussed at this
meeting.
The Ramsey Jaycees receiv-
ed Council approval to install
two trophy cases in the lower
level at City Hall for displaying
Jaycee awards. .
City Attorney Goodrich
stated that since the .Metro
Council public hearing regard-
ing ,their proposed draft on
Solid Waste Management
Development Guide/Policy
Plan, to which Ramsey sub-
mitted a prepared statement
emphasizing the fact that the
proposed plan does not ad-
dress cities hosting landfills,
the Metro Council has indicat-
ed they will not be changing
the Plan inany substantial way
and will be adopting same on
March 14, 1985.
Council adopted the, follow-
ing resolutions: No. 85-30 - To
loan Linwood Township $5,500
of Ramsey's Community

Development Block Grant
funds; No. 85-31 - To transfer
$8,000 of Ramsey's Communi-
ty Development Block Grant
funds to Burns in return for
Burns' loan to Ramsey for use
in finishing off the lower level
at City'Hall for use as a senior
citizen meeting center; No.
,85-32 - To set a public hearing
date of jMarch 26,1985 regard-
ing the use of Industrial
Revenue Bonds for the con-
structionof a Food 'n' Fuel
facility. .
Council sent the Police De-
partment labor negotiation
proposal back to the, Person-
nel Committee for their review
and recommendations; Coun-
cil noted that there is a cease
and desist order in effort, re-
garding City/employee labor
negotiations for 1985.-
Ordinance No.'85-1, dealing
with the issuing and tamper-
ing of water meters, was in-
, troduced for Council review.
Council approved construc-
tion beginning for a physical
fitness center on the corner of
Co. - Rd. 5 and 153rd Avenue
NW prior to plat completion
and, that th~ certificate of oc-
cupancy will be withheld until
plat completion.
Council established that a
committee representing' City
Council.
