<br />'City Council met on Febru-'
<br />ary 26,1985 and during Citizen
<br />Input a petition was submitted
<br />opposing the' proposed 4x4
<br />sand races to be sponsored by
<br />the Ramsey Lions because of
<br />the associated noise, traffic
<br />and litter problems it brings to
<br />the residential neighborhoods
<br />adjacent to the racing area.
<br />During Council Business,
<br />Council and citizens present
<br />got into a lengthy discussion
<br />regarding the sand races. The
<br />cit izens com mended the,
<br />Ramsey Lions for their contri-
<br />. butions to the community but
<br />urged Council to disapprove
<br />the races for 1985 unless the
<br />Lions find an alternative loca'
<br />tion that would not involve ex-
<br />cessive disturbance to resi-
<br />dential neighborhoods. Coun-
<br />cil passed a motion to approve
<br />the sand races for two week-
<br />ends in 1985 along with a
<br />license to sell 3.2 beer at the
<br />races, insisting that the noise
<br />level be reduced, parking be
<br />restricted to Co. Rd. 116, traf-
<br />fic on 149th be controlled, a
<br />$500 bond be posted 'for litter
<br />clean-up and that the Lions
<br />give all residents one full
<br />block to the north of the race
<br />location a two.week notifica-
<br />tion' of race dates. Council
<br />also noted in their motion
<br />that the future of sand races
<br />will hinge on the correction of
<br />problems discussed at this
<br />meeting.
<br />The Ramsey Jaycees receiv-
<br />ed Council approval to install
<br />two trophy cases in the lower
<br />level at City Hall for displaying
<br />Jaycee awards. .
<br />City Attorney Goodrich
<br />stated that since the .Metro
<br />Council public hearing regard-
<br />ing ,their proposed draft on
<br />Solid Waste Management
<br />Development Guide/Policy
<br />Plan, to which Ramsey sub-
<br />mitted a prepared statement
<br />emphasizing the fact that the
<br />proposed plan does not ad-
<br />dress cities hosting landfills,
<br />the Metro Council has indicat-
<br />ed they will not be changing
<br />the Plan inany substantial way
<br />and will be adopting same on
<br />March 14, 1985.
<br />Council adopted the, follow-
<br />ing resolutions: No. 85-30 - To
<br />loan Linwood Township $5,500
<br />of Ramsey's Community
<br />
<br />Development Block Grant
<br />funds; No. 85-31 - To transfer
<br />$8,000 of Ramsey's Communi-
<br />ty Development Block Grant
<br />funds to Burns in return for
<br />Burns' loan to Ramsey for use
<br />in finishing off the lower level
<br />at City'Hall for use as a senior
<br />citizen meeting center; No.
<br />,85-32 - To set a public hearing
<br />date of jMarch 26,1985 regard-
<br />ing the use of Industrial
<br />Revenue Bonds for the con-
<br />structionof a Food 'n' Fuel

<br />Council sent the Police De-
<br />partment labor negotiation
<br />proposal back to the, Person-
<br />nel Committee for their review
<br />and recommendations; Coun-
<br />cil noted that there is a cease
<br />and desist order in effort, re-
<br />garding City/employee labor
<br />negotiations for 1985.-
<br />Ordinance No.'85-1, dealing
<br />with the issuing and tamper-
<br />ing of water meters, was in-
<br />, troduced for Council review.
<br />Council approved construc-
<br />tion beginning for a physical
<br />fitness center on the corner of
<br />Co. - Rd. 5 and 153rd Avenue
<br />NW prior to plat completion
<br />and, that th~ certificate of oc-
<br />cupancy will be withheld until
<br />plat completion.
<br />Council established that a
<br />committee representing' City
<br />Council. 'Park and Recreation

<br />Ramsey Lions meet with a rep..
<br />resentative of the Lutheran
<br />Brotherhood regarding their
<br />offer for a $13,000 matching

<br />A development. concept for
<br />Northfork Planned Unit
<br />Development, formerly known
<br />as General Mills property was
<br />presenfed to Council. The con-
<br />cept would involve a total of
<br />1241 acres -- 631 acres in lots,
<br />5 acres of public right-of-way,
<br />560 acres of open space and
<br />252 single family dwellings
<br />with an average lot size of 2.5
<br />acres. The proposal is to
<br />develop at a density of 1 unit/5
<br />acres and would require devi-
<br />ating from the City's Compre-
<br />hensive Plan which specifies
<br />development at 1 unit/10 acres
<br />in that area. The proposal
<br />would also require the City's
<br />support to an application for
<br />access to the property from'
<br />
