Public Works Director Olson replied the County Public Works Committee recommended these
changes be made in the beginning of November; the County is in full support. When the signage
is far enough away from the stop signs it is a City State aid roadway expense.

Mayor Gamec indicated there have been concerns expressed about the different signage on CR 5.

Public Works Director Olson replied the intersection of CR 5 and Alpine was converted to a 4-
way stop. Since that was a total traffic change the County felt it was necessary to move forward
with some advance signs immediately, and the County took on those costs to get the signage
installed as quickly as possible.

Motion by Councilmember Cook, seconded by Councilmember Pearson, to ratify the
recommendation of the Public Works Committee and to direct staff to install the recommended
signage changes at the intersections of Alpine Boulevard and CSAH 83 and Alpine Boulevard
and CSAH 56 at an estimated cost of $1,200 with the cost of the signage to be from the Public
Works sign account.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Pearson, Olson, and
Strommen. Voting No: None. Absent: Councilmember Elvig and Jeffrey.

Case #6 (Case # Consent Agenda 13):

Adopt Stormwater Pollution Control Ordinance

Public Works Director Olson stated the City Council introduced this Erosion Control Ordinance
at the November 14,2006 City Council meeting. Adoption of this ordinance requires a roll call
vote. Staff recommends adoption of the proposed ordinance.

Councilmember Cook stated the positive thing is this ordinance will allow securities in the case
of some situations they have not had regarding things such as silt fencing. This is a great step in
the right direction to be sure they have the funding needed to do the proper things to stop silting
of the wetlands.

Mayor Gamec asked if there is a section of this ordinance that deals with the removal of the silt
fences or if this would fall under fees and charges.

Public Works Director Olson replied this ordinance provides the ability to remove the silt fence
if notice is provided to the developer and builder and they do not comply within a certain number
of days. This ordinance provides a funding mechanism to make sure the City has teeth behind
what they ask for.

Motion by Councilmember Cook, seconded by Councilmember Strommen, to adopt Ordinance
#06-32 Stormwater Pollution Control Ordinance.

A roll call vote was performed by the Recording Secretary:

Mayor Gamec:

aye

City Council / November 28, 2006
