Our Representatives Views January, 1983 Tom Gamec, Sue VanWagner and the Ramsey City Council are to be com- mended for their interest and action in promoting better communications with the citizens of Ramsey. As your elected Representative I will try to provide a monthly column in the Ram- sey Residel1t providing highlights of the seventy-third session of the Minnesota Legislature. on Tuesday, January 4, 1983 I was Officially sworn in as Representa- tive from District 50A to the Minne- sota House of Representatives. Joan Growe, Secretary of State, called the house to order and the oath of office was administered by the Hon- orable Raymond pavlak, District Court Judge. Harry Sieben was ele- cted Speaker and Edward Burdick was elected Chief Clerk of the House of Representatives. Tomas E. Meeks, Pastor of Lord of Life Church here in Ramsey was ele- cted Chaplin. I would like to con- gradulate Tom and look forward to working with him during this session. This is a honor for Tom, Lord of Life Church and the City of Ramsey. Through your representative you have a voice in the legislative pro- cess and for this reason I need to hear from you. If you do not re- ceive a copy by February 15 and COUNTY UPDATE Dear Ramsey Friends: please accept my best wishes for a Happy and Prosperous New Year! I would like to thank Mayor Gamec, Councilwoman VanWagner, and the busi- ness people in Ramsey for making the Ramsey Resident available to the citi- zens of Ramsey. I also appreciate the opportunity to be able to use it to communicate with you. January 4th saw seven County Com- missioners take the oath of office, (six of us are new to the position). Following the swearing in ceramony we met, organized and began to do business. The County Board uses a committee system to accomplish its business and each of the commissioners received committee assignments. I will be serving on the following working committees: 1. Community Health and Social Ser- vices. (chairperson) 2. Finance and Capitol Improvements 3. Highway 4. Community Corrections Board 5. Welfare Advisory Board I am looking forward to serving you. I encourage you to write, call or visit me on any matter of which I might be of assistance to you. If you should have problems on any mat- ters pending with any of the many County departments under the juris- desire a copy you may call my of- fice or home. on December 17, 1982 the Minnesota Waste Management Board proposed 16 areas for further consideration for possible establishment of hazardous waste processing facilities. The Ram- sey site is one of the proposed areas. These proposed areas will now be the subject of formal public hearings in March, 1983. If you have questions or concerns in this area, you should plan to attend this public hearing. As your representative I will be interested in your views and questions concerning this proposed area. By the election process you have be- stowed on me an honor and a serious responsibility to be your Representa- tive in the Minnesota House of Repre- sentatives. This first week being sworn in and hearing the Governor deliver his State-of-the-State message were moving experiences for me. Haas, Anoka County Commissioner Home Address: 7007 164th Ave., Ramsey, Minn. 55303 Home Phone: 753-4298 Office Phone: 753-1845 P & Z / Council Summaries P & Z Commissioners voted 6-1 in favor of recommending denial of Mr. Howard Phelps request for a variance from section 170.0314 of the subdivi- sion ordinance. This section of the ordinance pre- vents a person from obtaining a buil- ding permit unless the parcel of land involved abuts a public street. Mr. Phelps was present to explain that he was in the process of purchasing a 30 acre parcel of land adjacent to Trott Brook for the purpose of building a home. However, the property does not abut a City street and the Phelps would be us ing a 1300 foot long ease- ment for access to the property. The commission explained that if this variance were granted, the City would be putting themselves in a pos- ition of not being able to deny fu- ture such requests and that 90uld re- sult in unorderly development and problems for the City at some future date. After establishing and discus- sing the Findings of Facts for this case, the Commission made their de- cision to recommend to the City Coun- cil to deny the request. The City Council will review the case and re- commendation at their next meeting. The Phelps were advised to check with the seller of the property regarding an alternate way of obtaining access. ~-Kathy Schneider The Ramsey City Council met Jan .11. 1983 for the purpose of organization. The following appointments were made: ACTING MAYOR- Councilmember Reimann BUDGET COMMITTEE- Mayoll!' Gamec and Councilmember VanWagner. PERSONNEL COMMITTEE- Councilmembers Reimann and sorteberg. BOARD OF ADJUSTMENT CHAIRPERSON- Coun- cilmember Schlueter. BOARD OF ADJUSTMENT VICE-CHAIRPERSON- Councilmember Van~'Jagner. ECONOMIC DEVELOPMENT COMMISSION- Mr. Robert Muller and Mr. William Miller were reappointed. OFFICIAL CITY NEWSPAPER- Anoka Cpunty Union. The following was also discussed at the Council Meeting: The motion was passed unanimously to schedule a public hearing on Feb. 8th for public input on the proposed Utility Assessment Ordinance. Said ordinance will also be presented at the Feb. 22nd Council Meeting for possible adoption. The motion passed unanimously to adopt Ordinance #83-1 amending the Cable Communication Ordinance subject to City Attorney Goodrich's approval. Motion passed unanimously to adopt Resolution #83-2 approving the "Repo by the City of Ramsey on the Impact of Landfills in it's Community." Motion passed unanimously to ac- cept and contract with MAPSI for ani- mal control. Motion passed unanimously directin staff to advertise for a City doq- catcher. Motion passed unanimously to tab~e. the issue of per diem payment to c~t~ zens (excluding City Councilmembers, staff members and consultants) who ar appointed to committees outside the City. Motion passed unanimously to adopt resolution #83-3 concerning Local State Aids.
