<br />any city street or highway- This
<br />includes the ditches, shoulders and
<br />boulevards."
<br />"No person 14 years of age throug,.
<br />and including 17 years of age can
<br />make a direct crossing of a trunk,
<br />county state aid, or county high-
<br />way unless he/she has in immediate
<br />possession a valid snowmobile saf-
<br />ety certificate issued by the Com-
<br />missioner of Natural Resources."
<br />"It is unlawful for the owner to
<br />permit a person to operate hisjher
<br />snowmobile contray to law."
<br />"The owner of a snowmobile may be
<br />fined up to $300.00 if a snowmobile
<br />bearing hisjher registration number
<br />is operated contrary to law." (In
<br />other words if the person driving
<br />flees from a police officer or oth-
<br />er person witnessing an offense, the
<br />owner can get burned~)
<br />"Person operating snowmobiles on
<br />private property, not their own,
<br />must have written permission, on
<br />their persons, when operating snow-
<br />mobiles on said private property."
<br />(This includes also, 3-wheelers,
<br />ATV's, 4-wheel drive trucks/ cars,
<br />etc.. etc.)_
<br />"All snowmobile accidents in-
<br />volving an injury requiring medical
<br />attention or hospitalization to or
<br />death of any person or total damage
<br />of $100.00 or more must report the
<br />accident to the Department of Natur-
<br />al Resources, on the proper form,
<br />within 48 hours."

<br />means all inclusive and the above
<br />rules are only paraphrased, so if
<br />you are stopped by the police, ple-
<br />ase don't say you felt you were witfr
<br />in the law because what you did was-

<br />UTILITY ASSESSMENT ORDINANCE HEARING
<br />
<br />Notice is hereby given that the City of Ramsey City Council will conduct a
<br />public hearing on Tuesday, Feb. 8th, 1983 at 7:30 pm. at City Hall, 15153
<br />Nowthen Blvd., to consider a utility assessment ordinance. This ordinance will
<br />establish policy for the extension, installation and Financing of the followin<
<br />1) Sanitary Sewer and appurtenant structures
<br />2) Water mains and appurtenant structures
<br />3) Storm drains and appurtenant structures
<br />4) Streets, sidewalks, curb and gutter
<br />Copies of the proposed ordinanace are available at the City Hall for public
<br />review and can be purchased at a price of $20.00.

<br />All interested persons are invited to attend the hearing and comment on the
<br />proposed ordinance.

<br />P & Z Commission
<br />
<br />The Planning and Zoning Commission
<br />consists of seven residents who have
<br />volunteered their expertise and time
<br />to serve on this Commission. The fol-
<br />lowing is a short biography on each
<br />Commissioner. The dual purpose of
<br />this is to introduce you to your Com-
<br />missioners and give them the recog-
<br />nition they so greatly deserve.
<br />
<br />Ken Peterson has been the Chairman
<br />for the last four years. He has served
<br />on P & Z for six years, prior to that
<br />he served on the Park Commission for
<br />four years.
<br />Ken has been employed as a teacher
<br />with the Anoka Hennepin School Dist-
<br />rict for 14 years.
<br />Ken and his wife, Kathe, have two
<br />children, Toby and Jodi.
<br />As a resident of Ramsey since 1972
<br />and member of two City Commissions,
<br />Ken feels strongly about the City
<br />following a planned orderly develop-
<br />ment
<br />
<br />Gerald Zimmerman, his wife Colleen
<br />and their three children have been
<br />residents of Ramsey since 1971. Gerald
<br />is a graduate of Dunwoody Industrial
<br />Institute and is employed by Anoka
<br />Co. in the County Surveyor's Off ice.
<br />He feels that his background and trai-
<br />ning provides an asset to the P & Z
<br />and he enjoys working for and with
<br />groups of people to reach a common
<br />goal. He has served on the Comm. since
<br />1972 and is at present Vice-Chairman
<br />of the Commission.
<br />
<br />Art Dunn was appointed to P & Z in
<br />1977. He and his wife, Ann, and their
<br />two sons, Andy & Matthew have lived in
<br />Ramsey since 1974. Art received his B.
<br />S. degree at the Univ. of Maine and
<br />spent three years with the U.S. Army
<br />training Environmental Health Person-
<br />nel. After six years as Sanitarian with
<br />the Anoka County Health Dept., Art re-
<br />signed two years ago to take a position
<br />with the PCA where his job is in deve-
<br />loping and presenting courses for
<br />operators and inspectors of waste dis-
<br />posal facilities.
<br />
<br />Kathy Schneider has lived in Ramsey
<br />with her family since 1973. She ser-
<br />ved on the Park Comm. for four years
<br />before resigning as Chairperson to
<br />join the P & Z. Kathy recalls when
<br />being a member of the Park Comm.
<br />meant not only compiling the Park Plan
<br />but also painting the boards for the
<br />first hockey rink. She feels that
<br />good decision making is not easy, most
<br />issues involve the wants of one per-
<br />son or group vs. how this affects the
<br />

<br />entire City. Kathy has also been in-
<br />volved in Ra:.lsey through Cc:lc:cuni ty
<br />School projects, by giving the ~.or's
<br />Report back when KTWN was ~~o radio
<br />and while covering Council mtgs. and
<br />other events when writing for the
<br />l'.noka Union.
<br />
<br />Ben Deemer is a local building co:l-
<br />tractor and developer, _.~~ ~.s v~~e,
<br />Elinor, he has lived in ~ey since
<br />1976. Ben became a member of P & Z
<br />four years ago and was just reappoin-
<br />ted for another term. Ben is an ac-
<br />tive member in the AAHA and is also
<br />an alternate member on the Cable T.V.
<br />Commission ,for the City.
<br />
<br />Bob Isakson and his wife Melanie
<br />have lived in Ramsey since 1976. He
<br />has a Master of Science degree in
<br />Civil Engineering and is currently
<br />working on a MAster of Business Ad-
<br />ministration degree. Bob served 3
<br />years in the Navy Civil Eng. Corps.
<br />as a Seabee officer in the Pacific.
<br />He has also conducted research work
<br />on the use of satellite and aircraft
<br />data for use in resource mgmt. As
<br />a registered professional environ-
<br />mental engineer, he has worked for
<br />the MPCA and private consulting
<br />firms. He is a member of Rotary In-
<br />ternational. He also serves on the
<br />Ramsey AdHocSewer Advisory Commit-
<br />tee. His major concern is maintain-
<br />ing orderly controlled development
<br />in Ramsey, one of the fastest grow-
<br />ing communities in Minn. Bob has
<br />served on the P & Z for one year.
<br />
<br />Charles Ladue and his family have
<br />been residents of Ramsey since 1972.
<br />After discharge from U.S. Navy, Charles
<br />was employed for 2~ years as Program
<br />Director of White Earth Community
<br />Action Program, White Earth, Minn..
<br />He has been self-employed in the gen-
<br />eral practice of law since 1972.
<br />Charles attended both Bemidji State
<br />Univ. and Moorhead State. He received
<br />a B. S. degree frOIlt Moorhead with a
<br />double major in Business Administra-
<br />tion. He graduated from William
<br />Mitchell College of law.
