W. <br />ANOKA, MINNESOTA 55303 <br />427 -1410 <br />January 30, 1975 <br />- 3 - <br />The map showing the alternative interceptor routes would indicate a <br />capacity in the existing Anoka Northeast Interceptor that is 3.37 times <br />the capacity to be provided for the same area in Andover that would be <br />served by the Ramsey Interceptor. <br />In addition, neither route has taken into account the value of local <br />benefit at this point. <br />The obvious conclusion that can be drawn from'the capacity discrepancy <br />is that if one of the facilities is of proper capacity, the other is <br />either significantly oversized or significantly undersized. It is <br />requested that a detailed explanation of this discrepancy be included in <br />the final Facilities Planning Report. <br />Along with the capacity discrepancy in this comparison is a question of <br />a scheduling discrepancy. <br />The progress report indicates that facility R -1000 will not be required <br />until 1995, but implies that the facility A -1000 series which would serve <br />the same area in Andover is to be scheduled with the Anoka Interceptor. <br />If both facilities are to provide service in response to the same needs, <br />it seems logical that they would both be scheduled at the same time and <br />that both would have the same capacity. <br />A final point in this comparison is that there is a combination of lines - <br />A -2000 and the A -1000 series that should be compared in the overall project <br />comparison. - <br />A concern of the city of Ramsey that is directly related to the proposed <br />interceptor system, but is not addressed in any way in the Progress Report <br />is the question of sanitary sewer service to the property in the vicinity <br />of the Anoka Landfill. <br />The Metropolitan Waste Control Commission has been utilizing this site for <br />the disposal of liquid sludge from the Anoka sewage treatment plant for a <br />considerable period of time. This use has been outside the original under- <br />standing between the City of Anoka and Ramsey for use of the landfill site <br />and it is understood that this use has been without permits required by <br />the Minnesota Pollution Control Agency. <br />XII -31 <br />
