The Ramsey Comprehensive Plan Update review <br />was scheduled to go before the Council on March 14, 2001. On March 14, 2001, the city requested an extension .to <br />the review period from March 14 to March 28, 2001. Based on this extension, the Council will review the Ramsey <br />plan at its meeting on March 28, 2001. The extension of the review period is to allow the city additional time to <br />address the issues identified in the Council's November 2, 2001 draft review record. <br />The comprehensive plan remains as a substantial departure from the Water Resources Management Plan relative to <br />the Metropolitan Disposal System and is inconsistent with the Regional Blueprint. The plan provides under - <br />utilization of urban services and does not provide for urban reserve areas. We have offered to work with the city to <br />study feasible areas for future sewer development, provided the plan does not allow these areas to be subdivided in <br />the interim. <br />All changes to the comprehensive plan must be received by March 14, 2001, to be incorporated into the staff review <br />record that the Council will review on March 28, 2001. Unless additional changes are received, some elements of <br />the plan will be found inconsistent with the Regional Blueprint and considered a departure from regional plans, <br />which will trigger the Council's alignment policy. This would make the community ineligible for funds <br />administered by the Council. In this case, it will no longer be possible to continue supporting the Town Centre <br />Opportunity site award. <br />The Metropolitan Council is excited about the possibilities for the Town Centre and we hope to continue our <br />collaboration. However, we have put a hold on this project until the comprehensive <br />plan issues are resolved.
