We would then <br />recotmnend that an implementation plan be prepared shortly thereafter to accompany the <br />resolution. The implementation plan would identify the tasks, costs and schedules for <br />items included in the WMO plan, the southeast area study and future issues u'ke EP A <br />stonnwater permitting. <br /> <br />The cost of Option one is $2,000, including correspondence with Metropolitan Council <br />and adoption of an implementation plan (tables). The cost to respond to comments would <br />be in addition to the $2000 figure. <br /> <br />Option 2: Develop a plan based on the Lower Rum River Plan <br /> <br />Although Option 1 clearly meets the letter of the law, it does not meet Metropolitan <br />Council's intent. The 1997 Local Planning Handbook prepared as a result of 1995 <br />amendments to the Metropolitan Local Planning Act quotes plan requirements included <br />in statutes, but then adds other local plan requirements even though such requirements are <br />not found in Statute, Rules or in the WMO plan. <br /> <br />The scope of services for a project that would edit the Lower Rum Plan into a local plan, <br />and include an implementation plan is broken into 10 basic tasks. The proposed scope of <br />services is as follows: <br /> <br />L Functional review of existing goals and policies. Make sure City staff is <br />knowledgeable and in agreement with goals and policies. Develop specific related <br />action plans. Note: This task can be time consuming from a City review and input <br />standpoint, if it involves a variety of commissions and the City Council. <br /> <br />II. Review ordinances and develop a model stonn water management ordinance to <br />incorporate existing and newly recommended standards to provide the legal basis <br />behind plan implementation. <br /> <br />m. Subwatershed Summary: Add drainage areas to existing storm water mapping; <br />add new or revised water body (ponds, wetlands and lakes); identify areas with <br />
