<br />Task 3 Review of Ordinance Deficiencies <br />In addition to the Ordinance deficiencies outlined in the Request for Proposals, HKGi will review the <br />existing Zoning and Subdivision ordinances, reporting on the condition of each section contained <br />therein. This evaluation report will provide the direction for revisions and new sections to the updated <br />ordinances. Additional insight into various topics may be needed as the process proceeds to meet the <br />objectives of the update. <br /> <br />Task 4 Proposed Draft Ordinance Structure <br />With an understanding of the deficiencies and direction of the new ordinance, a Draft Ordinance <br />Structure will be completed, outlining major sections and subsections. Included in this structure will be <br />a breakout of the Critical Area, Shoreland Management, and Wild and Scenic River sections from the <br />Environmental Protection section. This outline will begin to build the framework for each section of <br />the ordinance. The organizational structure and number sequencing will be reviewed by the City's <br />legal council to ensure consistency with the City Charter. <br /> <br />Task 5 Update of Ordinance Sections <br />Based on the identified Zoning Ordinance deficiencies and new content that is needed, sections will <br />be updated. We would propose starting with the Zoning District Provisions, reviewing zoning districts <br />for intent, uses, and bulk provisions. With the districts as a foundation, a review of Definitions and <br />Performance Standard provisions will follow. These three sections form the majority of the ordinance <br />content and are the most visible sections to thepublic. We anticipate these sections will require a large <br />amount of review time and attention. The procedural and administrative sections of the code will be <br />reviewed with both planning staff and the City's legal council for consistency other City Code sections <br />and Legislative requirements. <br /> <br />A similar approach will be taken with the Subdivision Ordinance update. Design standards for both <br />urban and rural developments will need specific attention as well as possible provisions for future <br />transitioning of platted rural developments to a denser urban form. The Subdivision ordinance will also <br />need to be consistent with the Charter for both urban and rural lands. <br /> <br />Task 6 Working Draft Ordinance Review <br />Upon completion of the various Zoning and Subdivision Ordinance sections, a working draft of each <br />will be produced for review with Staff, Planning Commission, and City Council. These drafts will <br />incorporate all material from the previous tasks. As working drafts, they will be documents for review <br />and evaluation of policy implications and other issues that may arise. The review of the working drafts <br />will be important in preparing a Draft' Zoning and Subdivision Ordinance for review by the Planning <br />Commission and City Council to show the public the Ordinances have been thoroughly reviewed. <br /> <br />Task 7 Final Draft and Planning Commission Hearing <br />Prior to the hearing, a Final Draft Zoning and Subdivision Ordinance will be prepared. This Draft will <br />incorporate revisions from the Working Drafts and should provide the Planning Commission and City <br />Council with a good comfort level of the Ordinances having had a preliminary review prior to the <br />hearing. Depending on the extent of revisions to the Zoning Ordinance and Zoning Map, separate <br />public hearings could be scheduled. The Subdivision Ordinance could also be scheduled along with the <br />Zoning Ordinance or at another time, depending on the issues involved.
