<br /> <br />That the Metropolitan Council: <br /> <br />1) Allow the City of Ramsey to put the Brookfield Additions and Sweet Bay Ridge comprehensive <br />plan amendments into effect with no required modifications. <br /> <br />2) Inform the City that total sanitary sewer flows must remain within the Council's 2010 and 2020 <br />household growth projections. <br /> <br /> <br />The CPAs are located beyond the current development staging plan, in the 2015 - 2020 stage. The <br />2030 Deve/opmen~ Frameworkidentifies Ramsey as a "Developing Area" community, and the <br />regional systems serving Ramsey have adequate capacity to accommodate the proposed <br />developments. <br /> <br /> <br />Conformity with <br />Regional <br />Systems <br /> <br />The amendments conform to current Regional Systems' Policy Plans for <br />Aviation, Recreation Open Space, Transportation and Wastewater (Water <br />Resources Management). <br /> <br />Consistency with <br />C,ouncil Policy <br /> <br />The amendments are consistent with the Council's 2030 Regional <br />Development Framework policies. <br /> <br />The City's updated development staging plan meets the Council's 2030 <br />Framework policies for Developing Area communities; the City's net <br />community-wide residential densities meet the Council's MUSA Expansion <br />requirements and policy of 3 to 5 units per net developable acre. <br /> <br />Compatibility <br />with Adjacent <br />Community Plans <br /> <br />The amendments are compatible with comprehensive plans of adjacent <br />communities. . <br /> <br /> <br />Reqional Policies <br /> <br />2030 Regional Development Framework, (Tori Dupre, 651-602-1621) <br /> <br />The City of Ramsey's 2001 Comprehensive Plan identifies the 156-acre "Brookfield" amendment site <br />as "Rural Developing", where residential development exists on lots that average 2.5 acres. <br /> <br />Similarly, the Plan identifies the 102-acre Sweet Bay amendment site as "Central Rural Reserve", <br />where the existing residential development on small lots limits the potential for urban services, but <br />where the City will consider providing urban services after 2020. <br /> <br />The amendments are consistent with the 2030 Regional Development Framework policies for the ' <br />City of Ramsey, a Developing Area community. The Framework policies emphasize planning and <br />staging development for the entire community, considering the need for growth at appropriate <br />densities.
