ANDY YOUNGQUIST <br />Chief of Police <br />ANOKA POLICE DEPARTMENT <br />275 HARRISON ST., ANOKA, MINNESOTA 55303 <br />763-576-2800 <br />Fax: 763-576-2802 <br />www.ci.anoka.mn.us <br />MEMORANDUM OF UNDERSTANDING (MOU) <br />Between the City of Ramsey and the City of Anoka <br />Regarding Animal Impound and Rehoming Services <br />This Memorandum of Understanding (the "MOU") is entered into by and between the City of Ramsey, a <br />Minnesota municipal corporation ("Ramsey"), and the City of Anoka, a Minnesota municipal corporation <br />("Anoka"). This MOU establishes the terms and responsibilities related to the intake, impound, and <br />rehoming of animals. <br />1. Term <br />➢ This MOU shall be effective from January 1, 2026 through December 31, 2026. <br />➢ This is a one-year term and shall not be subject to early termination by either party. <br />2. Renewal and Termination After Initial Term <br />➢ Upon the expiration of the initial term, the parties may enter into a renewal MOU for a period of <br />five (5) years, or another mutually agreed duration. <br />➢ Any renewal MOU may be terminated by either party with six (6) months' written notice. <br />3. Compensation and Billing <br />➢ Ramsey agrees to pay: <br />o An annual administrative fee of $10,000, and <br />o Any monthly fees incurred for impounded animals, billed by Anoka. <br />➢ Anoka shall bill Ramsey monthly for all actual costs incurred related to the care and handling of <br />impounded animals <br />➢ Annual operating and administrative fees shall be billed after January 1st of each calendar year. <br />4. Responsibilities of Ramsey <br />➢ Ramsey shall be responsible for: <br />a. Intake and return of animals to their owners <br />b. Receiving payments from pet owners <br />c. Collection of impound and boarding fees: <br />➢ Impound Fee: $50.00 (subject to change based on Anoka's adjustments) <br />➢ Boarding Fee: $20.00 per day (subject to change based on Anoka's adjustments) <br />d. Payment of any veterinarian fees incurred during impoundment <br />
