a. Applicant Authority -Assurance that the signatory making representations in the <br />proposal on behalf of the proposer has the authority to do so. <br />b. Insurance Coverage -Documentation of current insurance coverage and limits, <br />including professional liability insurance shall be provided with the proposal. <br />SCOPE OF SERVICES <br />The City of Ramsey is requesting proposals from qualified firms with considerable <br />experience in planning, community design, market analysis, and citizen <br />involvement/participation. The proposing firm would provide, at a minimum, the services <br />listed below. <br />1. Goals and Policy Development <br />a. The proposer shall focus on the preparation, evaluation and refinement of issues, <br />goals, and policies for the City. Council, Planning Commission, and residents of <br />Ramsey. The proposer shall incorporate the results of the Ramsey3 process to <br />establish the guiding principles of the Comprehensive Plan. The proposer shall <br />also coordinate Ramsey's plan with the plans of Anoka County and adjacent <br />communities and counties. <br />2. Project Initiation, Issue Identification, Inventory and Analysis <br />a. The proposer shall initiate the overall study, analyze existing conditions, prepare <br />implementation strategies, and identify needs and opportunities in the City of <br />Ramsey. The following is a general list of what is to be studied: <br />1. Existing and future land uses <br />2. Transportation plans <br />3. Environmental resources <br />4. Economic development <br />5. Public facilities <br />6. Intergovernmental Coordination <br />b. The following is a list of plans to be summarized and incorporated into the final <br />document: <br />1. Master Housing Plan <br />2. Comprehensive Sewer Plan <br />3. Comprehensive Water Plan <br />4. Park and Trail Plan <br />5. Central Rural Reserve Study <br />6. Natural Resources Inventory <br />7. Capital Improvement Plan <br />-320- <br />
