3. Plan Refinement, Preparation and Adoption <br />a. Based on comments from the public, Planning Commission and City Council <br />reviews, the proposer shall prepare final plan recommendations and the final <br />comprehensive plan document. The proposer will facilitate and coordinate the <br />review of the document by the Metropolitan Council. <br />b. The proposer shall also provide information in the plan that responds to all <br />applicable questions and issues outlined for local governments in the Metropolitan <br />Council's "Local Planning Handbook" and .shall ensure that the plan is in <br />conformance with Minnesota Statutes 462.355 as amended and consistent with <br />other State Statutes. <br />c. The proposer shall provide fifteen (15) bound color copies, (1) unbound copy, and <br />one (1) electronic version of the final comprehensive plan update in Microsoft <br />Word, Adobe Acrobat, Arc View, and/or PDF formula as best suits the City's <br />compatibility. The proposer shall also provide the GIS data used to create maps <br />that are contained in the comprehensive plan document. <br />TIMELINE <br />The consultant will be expected to begin work as soon as the consultant selection process is <br />completed. As a general goal, the Comprehensive Plan should be ready for submission to the <br />Metropolitan Council by June of 2008. <br />EVALUATION AND SELECTION PROCESS <br />Proposals that comply with the instructions set forth in this document will be evaluated by <br />the City of Ramsey; however, the City reserves the right to accept or reject any or all <br />proposals received, in whole- or in part. At its discretion, the City of Ramsey may choose to <br />waive immaterial deviations from the RFP instructions. Selection of a consultant is expected <br />to be made in February, 2007. <br />Proposals will be evaluated on the following criteria (in general order of importance): <br />Quality of the approach presented in addressing the issues identified in this RFP. <br />2. Experience with similar contracts and clients. <br />3. The experience and qualifications of the proposed staff in providing similar <br />services. <br />4. Any experience in comprehensive planning for high growth communities <br />containing both urban and rural development patterns. <br />-321- <br />
