<br />9.20.25 <br /> <br />Town Center District <br /> <br /> <br />Subdivision 1. Intent. The primary intent of the Town Center District is <br />to create a focal point in the community that embodies the principles of transit-oriented <br />and mixed-use development. The Towngenter Distric!envisions a distinctly different <br />development pattern, with a more urban structure of streets. and blocks, than the suburban <br />and rural patterns that have shaped the ccitnmunity to date. The Ramsey Town Center <br />area is comprised of a number of distinctiShb-Di$ictsill.tended to-defme the type and <br />intensity of uses, location of amenities and; overaW (,lharacter of development. The Town <br />Center District incorporates the Ramsey.. town qenter. Master Plan and Development <br />Guidelines by reference to provide necessiu'ybuilping and site design features that are <br />essential to a pedestrian environment. . <br /> <br />Subd. 2 Town Center ~\(b-Dis1irict. Definition. . The Town Center <br />District consists of five Sub-Districts that define thdtypeand intensity ofland use. <br /> <br />a. Mixed-Use Core Sub-;-District. ~. "TC-l" The Mixed-Use Core is <br />intended to provide a ~ix of residential, retail, service, <br />professional, community seqrice, recreational and similar uses on <br />every block near, and. withi~.easy walking distance of the transit <br />station. The broadest variety and highest intensity of uses, <br />including high deI'lSity housing and lodging facilities, are <br />encouraged near the station. Vertically-integrated mixed use <br />projects with retail, restaurant and service uses, especially at comer <br />locations, are strongly encoUraged. This district incorporates the <br />highest architectural and design standards to encourage pedestrian <br />mobility and street~ctivity. The maiority of the uses within this <br />district will rely on parking structures to accommodate the parking <br />needs of customers and employees.. In order to contribute to an <br />active pedestrian environment, each block within the TC-I Sub- <br />District shall include at.least two of the following uses: <br />commercial, office, civic anclllor residential use. To maximize the <br />use of land and preyeIit the proliferation of surface parking v.'ithin <br />this District, parkingstmctures ....'ill be utilized to accOlmnodate the <br />majority of the Districts parking' needs. A minimum residential <br />density of 15 units .peracre{is intended to provide tlle population <br />necessary to facilitate transit oriented development. A minimum <br />of 70 percent of gtound floor frontage along primary and/or <br />through streets as defmed in' the 11:aster Plan shall be reserved for <br />retail, restaurant and service uses that directly serve the public. <br /> <br />b. Commercial Sub-District - "TC-2" The TC-2 Commercial Sub- <br />District is designated to prOVide a location for retail commercial <br />that has building a:n'dfor site designs inconsistent with the TC-l <br />Subdistrict, includi~ larger scale retail and other auto-oriented <br />commercial uses.
