Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Comprehensive'Plan A.nendment; Case ofDPM Investments, <br />Inc. <br /> <br />Community Development Director TrudgeoIi indicated Case Nos. 4, 5 and 6 are related and will <br />be discussed together. <br /> <br />Preliminary Plat and Preliminary Site Plan Review of Ebony Woods (Case No.6) <br /> <br />Community Development Director Trudg~on sta,ted DPM Investments has submitted a <br />preliminary plat and site plan to develop $'ix twinlhome units (3 two-unit structures) on the <br />property located on the east side of Ebony Street NW, just south of Super Bowl. The subject <br />property is approximately 1.1 acres in size;and is zoned B-2.Business. Development of the <br />property with townhomes will require an aJll.ehdmellt to the Comprehensive Plan to change the <br />use from Places to Shop to Medium Density Residential. The Comprehensive Plan amendment, <br />if approved, would be followed up with a rezoning of the property from B-2 Business to Planned <br />Unit Development (PUD), as required by the MississlPpiRiver Overlay district regulations. Mr. <br />Trudgeon explained R-2 Residential District stand~ds wer~ used to review the proposal. The <br />pemlitted density in the R-2 Residential District is 3-7 UI1its per acre. The preliminary plat <br />proposes six units on 1.1 acres, resulting in a density of.55 units per acre. The proposed <br />twinhome lots are all 40 feet in width, with the exception of Lot 6, which is 44 feet wide. The R- <br />2 Residential District requires 50-foot lots for twinhoffies. A reduced lot width may be permitted <br />as part of the PUD, if approved by the City. All propos.ed 1pts exceed the minimum lot size for <br />twinhomes of 7,000 square feet. The R-2 District reA.uires a front yard, side yard, and rear yard <br />setback of 30 feet, 10 feet, and 30 feet respectiyely. All the. proposed units meet these <br />requirements. . <br /> <br />. ., .. <br />Community Development Director Trudgeonexplail\~dthe~ropertyislocated in the Mississippi <br />River Overlay District, but is located over 800 feet ,from the river itself. The City is in the <br />process of updating the regulations in accor,pance with St~te rules. The District requirements <br />state that the project shall be developed asa;Planne4.Unit Development, shall preserve 50% of <br />the land as open space, and restrict impervious (rooftpp and pavement) to 25% of the lot area (or <br />up to 35% with a Conditional Use Permit). .. The site. plan shows 71% open space in the yard <br />areas for the twinhome units, resulting in 29% impervious surface. As the Overlay District <br />requirements are not yet effective, staff feels. the s!bmitte{d plat l11e~ts the intent of the open <br />space and impervious surface requirements.
