Mr. Trudgeon advised some ~or changes are <br />required to the landscaping plan. Density transitioning is required along: the eastern boundary of <br />the site. Existing vegetation within the tree preservation area appears to satisfy the tran~itiQning <br />requirement. The lot to the south, Lot 1, Block 1, Clemens 2nd Addition, is currently vac4Ult. <br />City Code does not require density transitioning measures when ,a proposed residential <br />development is adjacent to a vacant parcel. However, that lot was just recently created with the <br />intent of constructing a single family home on the lot. If the City Cqmncil wishes to require <br />additional landscaping long the southern boundary line, some revisions to the site pl8.J.1 and/or <br />plat may be necessary. <br /> <br />Community Development Director Trudgeon noted there have been d~scussions regarding. the <br />architectural elevations in work sessions. The applicant has submitted several revised color <br />building elevations, which have been provided. to the Council. At the work session, Council <br />requested elevations with two separate garage doors per unit, which $"e included. Staffalso <br />asked the applicant for another version with only one garage door for icomparison. While: the <br />applicant has made several revisions to the original black and white i elevations, staff is still <br />recommending a few additional changes, including wrapping the bric~ and shakes arounp the <br />side of the building, extending the covered walkway on both sides of th~ building, and inch,lding <br />a decorative fence along the covered walkway. Staff would ask the Council to give staff the <br />ability to work with the applicant to add architectural elements. There are perfonnance standards <br />that must be met, and staff is confident they can continue to work with the applicant. All <br />building permits will require staff review before the permit is released. <br /> <br />Mr. Trudgeon indicated the Planning Commission reviewed the preliminary plat and site plan at <br />their September 7,2006 meeting. The Commission recommended denial oftheComprehel1sive <br />Plan Amendment and Rezoning requests, but did want to provide some comments on the plan <br />and site plan in the event that the City Council is inclined to approve the plat. The consensus of <br />the Commissioners was that the current plan was an improvement over the previous plaljl that <br />showed eight townhome units. Based on this, the Planning Commission reco111Ii1ended ~pproval <br />of the preliminary plat and site plan, with further review of density transitioningrequire$e~t~ for <br />the site. Mr. Trudgeon noted that the City Council reviewed the preliminary plat and.sitep~~ at <br />the September 26,2006 meeting, and tabled the project toa work sessipn:forfurther disclfssion <br />of zoning and land use surrounding the property. The Council disculssed the propo~al ~t the <br />October 10, 2006 work session and directed the developer to prepare revised building elev8jtipns, <br />which have been discussed. During the Council work session there was also discussion of the <br />units being lowered from six to four units, which the developer indicated would not work; The <br />meeting minutes are all included in the packet for review. Mr. Trudgeon advised if the C<jn.lncil <br />would like to consider approval there' is a motion ready for consideration; how~ver,: the <br />Comprehensive Plan Amendment and Rezoning would. need to bei addressed prior .~o' the <br />. . <br />preliminary plat and preliminary site plan. <br /> <br />Mayor Gamec indicated he will be abstaining from the vote on this case due to his daught~r and <br />this gentleman working for the same company. <br /> <br />Mayor Gamec left the Council dais.
