Director <br /> <br />, <br />Background: <br /> <br />Lawrence Olson of E&G Development, LLC, has submitted an application for final plat <br />approval of Amber Ridge 2nd Addition, a replat of Outlot B, Amber Ridge. The property is <br />located on the east side of T.H. #47; at the south terminus of Argon Street N.W. The approved <br />preliminary plat proposed to subdivide the property into 5 single family lots with urban services. <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Final Plat Submittal <br />c) City Council meeting minutes dated August 8, 2006 <br />d) City Staff review letter dated January 4, 2007 <br />e) Proposed Development Agreement <br />f) Proposed resolution for [mal plat approval <br /> <br />Notification: <br /> <br />No notification is required for [mal plats. In accordance with City Code, City Staff did attempt <br />to notify owners of property within 700 feet of the Subject Property of the preliminary plat and <br />rezoning public hearings in 2006. <br /> <br />Observations: <br /> <br />The property is approximately 2 acres in size and is currently zoned R-2 Medium Density <br />Residential, permitting development of 4 to 7 units per acre. The Developer has requested a <br />Comprehensive Plan Amendment to change the land use from medium to low density residential, <br />and a zoning amendment to rezone the property from R-2 Residential to R-l Residential to <br />permit development of the property with single family homes. The Comprehensive Plan <br />amendment was approved by City Council and subsequently was also approved by Metropolitan <br />Council. On August 8, 2006, the City.Council introduced an ordinance to rezone the property to <br />R-1 Residential. The second reading or final adoption of that ordinance to rezone the property is <br />also on tonight's Council agenda. <br /> <br />In accordance with the approved preliminary plat, the Developer is proposing to extend Argon <br />Street 370 feet to the south to provide public street access to the 5 lots being platted. City Codes <br />restricts cul-de-sacs to a maximum length of 600 feet. Currently, Argon Street is approximately <br />830 feet in length. On July 10, 2006, the Board of Adjustment approved the variance to cul-de- <br />sac length as the road cannot be constructed as a through street for the following reasons: a). <br />connection to Waco Street is prohibited by existing residences; jb) connection to TH #47 <br />conflicts with access management plan; c) cOlmection to Xkimo Street to south requires filling a <br />quality wetland. <br /> <br />-267- <br />
